The following extract, which wc clip from tho Atlanta correspondence of the New York Times, (Republi? can.) shows that the true character of the old relations which existed be? tween master and slave in tho South is beginning to be realized and ad? mitted by some, at least, of tho Northern Republicans : I had no idea, until I saw and hoard for myself, to what extent tho confiscation.humbug has taken hold of tho negro mind, especially iu the towns, and how confidently they look to being presented with a neat farm and stock, "when Congress meets." The delusion has penetrated the rural districts, and I have been fre? quently asked by negroes to tell them "the straight of the story." When I have explained to thom that confisca? tion means taking tho laud and other property away from tho white people who now employ them, and who for? merly owned them, and tho dividing it out and selling it to the colored people, I have seen very few of the plantation negroes who wished for the operation. They would like to get land and own a house; but if they can ouly get it by "stripping old master of the little he has left," they prefer to remain as they are. At least, this is tho way they talk, and I am credulous enough to believe them. In the towns, the negroes feel and taUc very differently. They are for the most part uproarious radicals, and damn the rebels with as much unction as Wendell Phillips or Par? son Brownlow. The plantation negro is a very dif? ferent animal. Ho has been born and brought up where he now lives. He has played with the children of his old master. He has been nursed when sick by his old mistress. He has always talked of the place as 1 'our plantation." He has shared the joy and sorrow, tho prosperity and ad? versity of his owner, and, though conscious of his freedom, retains the old attachment and admiration for "de family," and alludes feelingly to "de heap o' money Mass - lost .when all his niggers war sot free." These people, as a mass, would rather aid their former masters and mis? tresses than deprive them of anything. No dependent laboring class in tho world is treated wilh the same fami? liarity and kindness as aro the ne? groes by those who used to hold them aa slaves. This was caused by the impassable social gulf botween them ; and the negroes now cannot chango their habits and ways of thinking. What another generation or two may think is another thing. They have always despised the ' 'poor wlnto folk who never owned the hair of a nig? ger." And now when they see those very men pretending to be their de? voted friends, and asking them to "vote agin their old masters," they smell the mice evidently, and halt to reconnoitre iu front. In the cities this oue, for instance-manhood is asserted in various ways, which are more demoustrativo than pleasant. I think that tho radicals may count confidently on a lurgo negro vote here; but when they fail to present j tho well-stocked farm?, and it is found that they woro only "fooling dc nig? ger," I think that a revulsion is uot improbable. Quite a sccuo occurred in tho Ca? nadian Court of Appoals, in Montreal, on Tuesday last. Judge Aylwiu, one of the ablest justices ou tho Canadian bench, announced that he had tendered his resignation, feeling convinced that proper facilities wero not afforded for tho transaction of! business, owing to tho shortness of tho sessun, the dilatoriness of tho judges in opening the court, their haste to get away to dinner, and the time wasted over the argumonts of counsel on elementary points. > Ano!HIT Letter from Thad. Steven?. LANCASTER, PA., June 13,1867. I think it is proper to suggest the propriety of having n quorum in Con? gress on the 1st proximo. The opi? nions of tho Attoruoy-Genernl seem to require some explanatory or sup? plemental Acts. I need not point out the errors in favor of the rebels, as they are, ninny of them, cnsily seen. For instance, it is provided that, to be entitled to be registered, require."; ono year's residence in tho State. Every man can seo that this menus continuous residence imme? diately before tho election. Tho Attorn ey-Genernl holds that the party may tnko nine months when he was a boy, and threo months now. So. with regard to clerks, military and civil ofliccs, and tho holding of Confederate ofliccs while in rebellion. But I will not take time to criticise now. A mistake more ob? jectionable than either is the.- fact of usurpation by tho Attorney-General, in acting at all in the question, and treating his directions as binding ofli ciully. The Attorney-General has uo moro right to interfuro thau tho Pre? sident hud to reconstruct, which pre? tension Congress has settled. Since it has been adjudged that the con? quered States are to bc treated as subdued territories, and rebuilt with? out reference to their former condi? tion, by their legislative power alone, it is to be supposed that Congress alono is to bo appealed to iu case of difficulty. It is tiue that the Attorney-Gene? ral is too good a lawyer to pretend to act under the Constitution, as it is well decided that admitting new States, and, of course, rebuilding conquered territory, does not como within the provisions of that instru? ment. His opinion is just ns good as any other good lawyer's, and no botter. It is tho attempt to treat it as official that is objectionable. When he rules what shall bo evidence, if obeyed, lie does great wrong. He has a fair excuse, however, under the invitation of thc commanding generals. I have said this much with great reluctance, but finding my colleagues indifferent to the question, I have j not been able to refrain. I feel pain? ful fear lest it should bc thought that I obtrudo my opinions too often iu public matters, but my anxiety, pos? sibly my over-excited anxiety, rela? tive to reconstruction must be my exouso. A QUICK PASSAGE.-Tho steamship Cambria, at New York on Thursday, from Hamburg, marto tho possago in tho unprecedented short time of ten days and seventeen hours, for a dis? tance of 3,491 miles. This would be equal to a passage of nino days and soven hours from Southampton, and a day less from Queenstown. Her average rate of running was 3'2G miles por day. This is stated as tho "short? est Western passage on record." A clergyman, on tho Durbuquo Railroad, accidentally sat down in a large basket of eggs to tho great injury of the "fruit" and his nice clothes.
