A letter from Stitillo gives tho fol?
lowing rmrticulars of tho mode in
which Queretaro was taken :
Up to the 7th instant, the Impe?
rialists, as now admitted by the Libe?
rals, were successful in every engage?
ment. From the 7th to tho 15th,
nothing of importance had taken
pince. On the morning of the 15th,
the Imperialists wore to have made it
general attack, and if not successful
in routing the Liberals, nt least com?
pel Escobedo to raise the siege. Tho
plans were well laid and success was
probable;.but there was a traitor in
tho camp who, for several days pre?
vious to tho 15th, had been in con?
sultation with tho Liberal General
Velez, formerly a Reactionaries and
on the 15th ho delivered his sacred
charge of human flesh up to his
enemy.
Escobedo was aware of the treason?
able plot, but wasrfar from expecting
such results. As evidence that ho
disbelieved it to the last, ho would
scud but 200 men to take possession
of tho invulnerable fortifications of
La Cruz; but ho was soon apprised of
the occupation of that main fort
without firing a shot. Thereupon,
he ordered a force to enter the city, i
under command of Col. Pelocio, who
took Ibo pince by surprise. He sur?
rounded the tent of Maximilian and
demanded a .surrender. The Empe?
ror advanced, sword in hand, in a
dignified and undaunted manner. Ile
told Col. Pelocio that ho could not
surrender to nu officer of inferior
grade, and demanded the presence of
the commander-in-chief.
Gen. Escobedo, who Avas a league
distant, was sent for, and on his ar?
rival received the sword of Maximi?
lian, which, report says, was richly
decorated with diamonds, and valued
at an immense sum of money.
Escobedo now reports that he took
fifteen officers of the rank of general,
8,000 prisoners, all their arms and
immense quantities of ammunition.
The result was not credited by the
Liberals here until tho matter was
explained by the exposition of the
successful treasonable plot. No fight?
ing whatever occurred, and tho only
shots fired were by tho traitors upon
their former companious-in-arms.
The delivery of tho garrison of the
Cross was completo, and was done
under the supervision and by order
of the officer of the day, in person.
It was Colonel Miguel Lopez who
commanded at Chnpultepcc as Go?
vernor of tho castle, and afterwards
Colonel of the Empress Regiment of
C?valo. He neted as escort to the
Empress. He was tho bosom friend
of Maximilian-a lunn that had been
loaded with favors by that Prince.
Maximilian was god-father to the
traitor's first child. He was uncle
to Marshal Bazaine, and had, by his
prowess and gallantry, won a deco-'
ration of tho Legion of Honor-all
to conclude with an net of treason
and infamy. His price was 1,000
ounces, or 816,000.
Eut they have already commenced
-hooting by executing Col. Mariano
Campos, who was taken prisoner at
Quarctaro with all the others. Men?
dez is also reported shot.
On the 18th, 15,000 men had left
Qnaretoro for the capital, under Es?
cobedo.
A letter of the same date from
Monterey states tho santo particulars
as to tho cause and mode of surren?
der, and adds:
On tho arrival of Escobedo, tho
Emperor gave np his sword and a
d'-, !-1 ling, and then made prelimi?
naries for a general surrender. Gens.
Mendez and Campos were at tho
same moment shot. Tho usual butch?
eries attending all their acts closed
the scene. Tho butcher, Escobedo,
in person, committed the most atro?
cious assassinations-with pistol in
hand killing wounded and surren?
dered prisoner's!
Irrespective of tho wishes of the
Government of thc United States,
Maximilian and his generals will bo
shot, ar, tho strong and irreconcilable
feelings of Juarez and his party to
all foreiguers aro that all should bo
shot down like dogs.
NEWSPAPER BUSINESS IN NEV YOEE.
"Rapid?u," who corresponds for the
Charleston Mercury, writes of the
New York press:
Hard times arc telling severely on
tho newspnper business. All the pub

They say, as tho merchants do, that
if they can mako both ends meet un?
til better times come, they will be
satisfied. Retrenchment in the Herald
establishment has gone to tho extent
of discharging eight or ten reporters.
There has beeu a r duction of force
on tho Tribune, also, and, to some
extent, on all the other dailies. The
Journal cf Commerce, which has a
steady circulation and advertising
patronage, is about the soundest,
financially, of all tho morning papers.
Tho weeklies, with tho execptiou of
tho Ledger, Weekly Mercury and In?
dependent, aro raihcr behind in their
cash accounts. Beecher's story in tho
Ledger improves as it progresses, but
is not a success. Tho New York
Weekly aud tito Sunday Mercury, two
of tho trashiest papers published
herc, aro remarkable instances of
what liberal advertising can do. Tho
former has a circulation of nearly
100,000, and it?; proprietors, who
were poor mon ton years ago, arc now
quito wealthy. Tho Independent is
still flourishing, but, as it has been
repudiated by the Congregationalists,
its demise, some day, won't bo sur?
prising. It is a dull time in thc news?
paper circle, and somo of thu ephe?
meral concerns are likely to go down
before long. But thc established j
papers can, with economy, weather
the storm, and go on all right when ;
better times come.

York Times says that it is essential to
perfect reconstruction that tho ma?
jority of the Southern people bo con?
verted, and ia spirit conciliated, and
that "it is from this point of view
that the criminal folly of those who
aro inventing new demands and
forging fresh fetters for thc South,
becomes apparent. That causo were
well enough, it tho understood policy
of thc country wore to treat the
Southern States as conquered pro?
vinces for au indefinite period. It
would be perfectly in accordance
with a policy designed to foster irri?
tation by prolonging an era of coer?
cion. Inasmuch, however, as this
policy has been, in effect, repudiated
by Congress, and is most assuredly
repudiated by tho country, the result
to be aimed at is tho promotion of
reconstruction under the law, with no
further exercise of coercion than may
be absolutely necessary."
The New Orleans Picayune, of the
7th. says:
We heard, yesterday, of a mer?
chant who went, oue morning,
among his clerks, aud asked if they
had registered. One of them told
him ho had not, aud intimated that
ho did not care to-would not degrade
himself so much-did not caro how
th ; election weut-the country was
gone to-any how! Well, said the
merchant, if you do not care to vote,
think yourself too good to do so, and
do uot care how the election goes,
you cannot do justice to me, whose
entire interests depend upon tho city
and State going into tho hands of
safe, prudent and conservativo men.
I advise you to go and register; at all
events, I have no use for your ser?
vices until you do so, as I know that
there is no impediment whatever iu
the way of your registering, if you

the next Presidency. It is further

he does not desire it himself, but
