RICHMOND, May 30.-Gen. Scho?
field, yesterday, issued an order for
tho purposo of giving adequate pro?
tection to all persous in their rights
of person ana property, in cases
where the civil authorities may fail,
directing the appointment of military
commissions in sub-districts hereafter
to bo defined, giving them the com
mand of tho police, sheriffs ami con?
stables, and clothing them with the
powers of magistrates. These com?
missions are to take jurisdiction iu
all cases where they may have reasou
to believe that justice is not done.
Tho order concludes ns follows:
Trial by tho civil courts will be pre?
ferred in all cases where there is sa?
tisfactory reason to believe that jus?
tice will bo dono; but uutil the orders
of the commanding general aro made
known in auy case, the paramount
jurisdiction assumed by tho military
commission will be exclusive. All
persons-civil officers aud others
are required to obey aud execute the
lawful orders of the military com?
missions to the same extent ns they
aro required by law to obey and exe?
cute writs issued by civil magistrates.
Any person who shall disobey or re?
sist tho lawful orders or authority of
a military commission, shall be tried
by military commission, and, upon
f conviction, shall be punished by fine
and imprisoumout, according to thc
nature and degree of the offence, j
This order will not be construed to
excuse civil officers, iu any degree,
from tho faithful discharge of their
duties. It is intended to aid tho civil
authorities, aud not to suspend them,
except in cases of necessity.

James T. Welsmnn, W. L. Tren
holm. George A. Trenholm and John
B. Lafitte, members of the firm of
John Fraser it Co., charging them
with violation of the laws of the
United States iu blockade-running
operations, and claiming that in
other respects they are accountable
to tho Government. Judge Bryan,
upon hearing tho bill, granted an
injunction, restraining the aforesaid
parties from disposing of any real
estate now held by thom.
