The approaching Toto of the South?
ern States, and the parties that may
be created here, are attracting much
attention from the politiciuus of the
North. Thc 'radicals, through tho
agency of influcutml politicians, liko
Senator Wilson, but more effectively
through secret emissaries, haro en?
tered upon an active campaign to
spread their principles tbroughoi t
the South, and especially to regulate,
control and secure to their own pur?
poses tho negro vote. From the time
of the first meoting of the .colored
people'in this city, which opened
their eyes, to somo extent, in rela?
tion to tho sympathies of tho colored
people with, their former masters or
employors, they have been diligent
nx sowing the seeds of discord, and
in using untiring efforts to convince
the negroes that the Republicans of
New England aud the North aro tho
ouly true and reliable friends they
have in tho country.
A correspondent of the Now York
Times, "a voteran observer," who has
written some forcible articles for that
journal, has been looking over tho
matter of the strength of the South?
ern vote, and gives i i the benefit of
his researches On thc subject.
In the electiou of 18G0, he says,
tho total vote of the Confederate
States (exclusive of Tennessee) was
714,000, uiuVof this number, Virginia
and Georgia gave one-third. The
negro population of those States was
about 3,200, OOO, ?ind'so far as the war
affected the numbers of men, the
proportion of those killed or who
died was greatest among the white.*.
Tho writer affects to believe that the
stories told, at the close of the war, of
negro devastation were exaggerations,
and that the negro population of the
Southern States is at least as great
as when the war begun.
In this we have reason to know
that the "veteran observer" is seri?
ously in error. That population has
materially decreased, by deprivation
and by emigration, in all the Atlantic
States; and although it is a prolific
race, as the writer says, yet he is
wide of the mark when ho says they
are increasing iu nvAibers. But his
calculations as to the political strength
added to the South by the Sherman
bill are worthy of note, ns showing
thc interest the thinking peoplo of
tho North are taking in tho matter.
This writer says that thc negroes of
the South will have 550,000 votes-of
course, this estimate is based upon
the vota without qualification or re?
striction. He theu proceeds to esti?
mate that the total vote of tho late
Confederate States, if fully polled,
will reach 1,200,000. Oue-fifth of
the whites, he thinks, (a great mis?
take, however,) will vote the radical
ticket, and that it is possible, though
not very probable, that oue-fifth of
the negroes will vote the conservative
'ticket-that's, vote with the majority
of the Southern whites. He gives,
then, tho following us tho result of
this calculation: Conservativo whites,
570,000; conservative uegroes, 110,
000; conservative vote, GS0.00O. Radi?
cal whites, 140,000; radical blocks,
440,000; radical vote, 580,000. Ho
theu takes up the probablo vote in
the States, and says that as Virginia,
Arkansas and Georgia contaiu the
largest portion of the white vote,
these States will likely be controlled
by the conservatives. South Caro?
lina, he says, may be carried tho
same way, because it probably con?
tains thc largest portion of negroes,
?.ho can be influeuced by their old
masters. This, by-the-way, is a high
compliment to tho good seuse of our
colored population. Thc radicals,
tho writer thinks, will cany the
other Southern States, if tho negro
voto is registered and polled. On
that, ho says, everything depends.

are too revolting to be narrated.
Newton, we learn, was killed instant?
ly, and it was thought the woman
