April 21, 1867$ O * ==- ' :{ * = Vigilance ?vivi Activity. *** That one of the first duties of tho Southern people at the present juno tnro of their political affairs is to take an active interest in tho olections -which will precede tho re-organiza? tion of their State Governments, is now- evident. -The telegram from Mobile, which we published ou Fri? day morning, roferring to a meeting .of colored people of that city, nt which 5,000 wero present, most of them armed, shows conclusively that evil agencies aro at work to stir up mischief, and that even after the p?o ple of the South manifest their wft-i lingness to reconstruct under tho provisions of tho laws of Cob gross, the end is not yet-they are still to. be further persecuted by those who do not caro a fig for the - progress or completion of tho work of recon? struction under any law whatever, and who havo no part or lot in tho matter, only so far as personal aggran? dizement is concerned, 'or political ambition is to bo gratified. Alluding to tho political direction tho colored voto may take if it should poss entirely under tho control of a few designing agitators, and urging that, as that class has been invented with tho franchise, a division in its political action would bo wholesome, tho National Intelligewxr says, very truly, that .the lessons of history teach in vain, if wo;do not take alarm at tho prospect of a vast body of men, most of whom aro unprepared, by tho most common test of intelli? gence, to exorcise the right 'of fran? chise, coming in and controlling pub lie policy, over the heads of two or three times the number of white men. Especially will there bo extremo danger, should tho Southern people, from supineness or indisposition to contend with the promoters of this mischief, hold off thor hands and let their future destiny be shaped by influ? ences they slrould use every exertion {o thwart, and to bring to their aid the new political strength these agi? tators would deprive them of. It is of the utmost consequence, then, that this matter should bc promptly attended to by all classes ol our people, and especially ought pro? perty-holders, tax-payers, and those representing capital and substance among us, not lot the now element ol political strength among them hf. trifled with. Atrocious schemes O. legislation, confiscation and utter mis? rule, liko that which afflicts Tenues see, to:dny, may and indeed will b( the results of this criminal indiffer once to the evil tendencies of the pre sent condition of affairs, especially in regard to this matter. Fire shouh be fought with fire, and the best anti dote against tho mischievous ha rangnes which aro being delivered tc the negroes in various Southern citie? and localities, is to be found in tin honest efforts of our own people tc enlighten and instruct these people among whom they have always lived as to their rights, duties and highes interests under the new condition ii which they find themselves. Falling back on false dignity ant pride, and refusing to recognize am appreciate the situation, will be a mas ruinous policy for our people to pur sue, and end disastrously to their bes interest, and to their civil rights ant liberties. We offer these suggestion from a keen conviction of duty, nn< not as a mere matter of political clap trap, to evoke discussion. .--.-???>. Ano! Un Et-Cio?tiiior on thc Sit un (lon. Ex-Governor McBae, of Missis sippi, has written a letter concerning the present condition of public affair at thc South. After rehearsing th political questions which led th South into a contest of foreo with th General Government, ho says tba the victory of tho latter leaves th Southern States no rights but sue: as the conqueror may choose to giv them. He thinks President Johnso has had none but tho best intention in tho policy he lins pursued, but ti grets that ho did not call Congrof together in extra session as soon n the war was over, aud agreo with tin body on somo policy of reconstru? tion, adapted to the necessities of tl case. Ho advises tho people of Missi sippi to submit to-not accept-til terms of the military bill as the fiei thing they can do, but would not at vise thc freedmen to register or vot< "unless it sb ouid appear tb nt bad men aie likely to influonco thom or lead them astray." He thinks they will act in concert with tho white Citizen? of the South, ?nd says that, although apprehensions were enter? tained before the war that the slaves might riso in insurrection, but that they proved faithful through that struggle. In conclusion, he saya all the peo? ple have now to do is to conform to the legislation of Congress. Tho letter is a plain, straightforward recognition of tho present political situation at tho South, and wo havo no doubt but that its counsels and similar advice from other Southern leading men, will generally bo fol? lowed by the people of all classes.
