Wagener, Commis? sioner of European Immigration. Resolutions were adopted approving the report and inviting immigrants to settle in South Carolina. Arrived to-day-steamers Saragossa and Manhattan, New York. Sailed Sea Gull, Baltimore. NEW OUT,FANS, April 16.-Tho Ope lonsas Railroad is overflowed from a crevasse in Lafourche, and business has been suspended. Tho steamship Miramar sailed, this moruing, for Brazil, with 300 emigrants. . . WASHINGTON, April 16.-Tho regis? tration in the fifth ward commenced yesterday; and 458 were registered, of which 247 were colored. The Senate has agreed to adjourn on Thursday, at 4 p. m. During an incidental debate in tho Senate, Chandler charged Fessenden with having said the latter would confirm copperheads and rebels. Fes? senden repudiated this with the scorn and contempt which he felt, and ad? vised Chandler hereafter to stick to the truth. Chandler reiterated his charge. Fessenden again denied it, and made a speech, holding that the Senate was bound to stay here until all ' vacancies woro filled, and men . tioued that of four or five hundred vacancies, only fifty remain u&filled. This feet showed contrary to what had boen assorted, that tho President was doing all ho could to supply * vacancies. Davis said tho President was entitled to .praise, and insisted that ho hnd the right to fill vacancies with his political friends. Yates claimed that ns the radicals had tri? umphed in tho country, they had a right to all tho offices. Subsequent? ly, in executive session, tho Senate rejected twelve Presidential nomina? tions and confirmed only one. The negroes in Washington and Richmond celebrated Emancipation Day to-day.
