were brought in, yesterday, and
lodged in jail. The prisoners aro

Navy Department from the steamer
Jamestown, dated Panama, March
21, says twenty-three cases of yellow

radical ticket, except two Council?

PETERSBURG, VA., April 4.-Se?
nator Wilson, of Massachusetts, ad?
dressed a vast assemblage, in front of
Jarrett's Hotel, to-night-the colored
element largely predominant, and
enthusiastic in theil? manifestations
of approval. The Senator spoke up?
wards of one hour, proclaiming him?
self radical, and entirely committed
to radical principles. He pronounced
slavery to have been tho cause of tho
late war, and said that neither North
nor South were guiltless in the con?
flict. The negro is now as much a
citizen of tho United States as the
President, aud entitled to all tho pri?
vileges of tho whites. Ho implored
tho negroos to exercise tho right of
franchise as a free man. He dis?
claimed all intention on tho part of
Congress and tho North to degrade
or humiliate the South, but tho mea?
sures of reconstruction rather aimed
to elevate tho lowly and tho op?
pressed.
