starvation, and a lack of confidence

Williams was an imbecile, but being
supposed harmless, was allowed to

The prosperity of thc South, the j
welfare of the country, are intimately .

pairs the interests of one race must
result seriously to the other. Intel- j
ligencc, culture, capital, land, are
not less essential than labor, and yet,

eagerness with which you have om- '
ployed the opportunities lately given
to you to educate! yourselves, it

race in thc South will seo how deeply
they arc interested in the education,
industry, thrift and progress of their
colored population, in this mutual

Abundant time and opportunity
will bo afforded and ample notice
will be given of all the successive
steps to be tak< n in the organization
of thc State Government within my
command, lt will not bo necessary,
nor can it be otherwise than inju?
