SELMA, March 19.-The largest
meeting ever held in this city, passed
resolutions recognizing the right of
Congress to prescribe terms for the
re-admission of the seceded States,
and urging prompt acceptance of the
terms offered.
WASHINGTON, March 19.-The sup?
plemental bill will be presented to
the President to-morrow. When it
becomes a law, Congress will proba?
bly adjourn.
Joseph J. Bartlett was to-day con?
firmed as Minister to Stockholm, and
Peten- J. Sullivan as Minister to Ba?
gota.

WASHINGTON, March l'J.-In the
House, a resolution suspending the
issue of the Agricultural College
scrip to the insurgent States was
passed, by 103 to 23. A joint reso?
lution authorizing the publication of
the laws and treaties in three Lou?
isiana journals was passed. Stevens
called up the confiscation bill, and
proceeded to read a speech, but soon
broke down. The Clerk finished
reading it. Further consideration
postponed to the second Tuesday in j
December. The House went into
Committee of the Whole on the
million relief bill. Butler offered
his amendment as a substitute, that
ail persons owning ltiK acres, or en?
joying an income over %?600, bc taxed
hy the general for the support of the
poor. Tin' Committee rose, after a
long debate, without action. The
Supplemental bill, ns reported by the
Committeeof Conference, waspassed,
and goes to the President. Ad?
journed.
In the Senat. , a joint resolution
suspending payment for enlisted
slaves was postponed. The creden?
tials of Senator Thomas, of Mary?
land, were referred to the Judiciary
Committee. A bill excluding from
luther House persons tainted with
rebellion was referred to tho Judi?
ciary Committee.
The Conference Committee on the
supplemental bill reported, requiring
a majority of voters sufficient to rati?
fy the constitution, provided a ma?
jority of the registered voters vote:
withan additional clause, that Con?
gress must be satisfied that the regis?
tered voters had unrestrained liberty
to vote, and that the constitution
meets the approval of a majority of
the qualified electors of the State.
The bill passed. After an Executive
session, the Senate adjourned.
