SEC. VIII. Andbe it further ordained, by the atdhorily aforesaid, That two dollars shall be paid on each and evey horse, mare, stallion, gelding :'.::<! mule, kept or used within the city i i' Columbia, besides tho tax on vehicles, as follows: Ten dol? lars shall be paid on each and every four wheeled pleasure carriage or barouche, | drawn by two or more horses; five dollars i on each and every one hm s carriage, hug- I gy, barouche, gig or sulky, not used for lure; ten dollars on every vehicle used for th;.-breaking or exhibiting of horses and nuiles; fifteen dollars on each hack or car-1 ri agc, drawn by two horses, and ran for the conveyance of passengers foi hire: I eight dollars on each and every . nc horse buggy, gig or sulky, kept or used for hire; ten dollars on each and every four horse wagon; eight dollars on each two horse wagon; six dollars on each one korse wagon, cart or dray; twenty dollars on each expr?s.- wagon; lifteen dellars on each and every omnibus or .stage; and all per.-ons commencing to use or run any carriage or other vehicle, after the time for tho payment of taxes, shall pay from the time they commenced to uso or run such carriage or vehicle, to the end of the year, in proportion to the rate of taxes per an? num: Provided, That no person shall be allowed to use any omnibus, wagon, dray, cart or other vehicle, for the transporta? tion of baggage or passengers from one part of tho city to another, until tho owner thereof shall have given bond to the city, to be taken by the City Clerk, with two or more good sureties, in the sum of five hun? dred dollars, conditioned that such owner will pay all damages that may result from thc foss or injury to baggage or passen? gers, while being carried on tho omnibus, wagon, dray, cart or other carriage of such owner, or after being entrusted to the cus? tody of the driver thereof, or any of his assistants. And any person offending herein shall be liable to a line of five dol? lars per day for each day such wagon, cart, dray or other carriage for carrying bag? gage or passengers, may be run before such bondis given: Am!.provided,further, That nothing herein contained shall extend to any of the above enumerated vehicles not used, although kept within the limits of the city: And provided, also, That no? thing herein contained shall be construed to extend to wagons, carts, drays or car? riages, going to or from market, and owned by non-residents of said city. Andl>e it further ordained, That atax of two dollars shall be paid on each and every horse, mare, stallion, gelding and mule, sold in this city by or on account of any horse trader or livery stable keeper; and the keeper of every livery stable shall make quarterly returns, on oath, of such sales at his stable, and pay the tax thereon, under a penalty of two dollars per day for failure to make such returns anil payments at the end of the quartei. SEC. IX. Aial.be itJ'urtherordained, Tba. no person shall let or hire any wagon, cart or dray, or other carriage, or run any om? nibus, stage, hack or other carriage, for the transportation of goods or passengers, within the limits nf said city, without hav? ing first obtained a badge from the City Clerk, to be placed on some conspicuous part of the vehicle; also, a badge with a number by which he may be identified and known, to he worn on a conspicuous part of his persou by thc driver of such omni? bus, waget?, cart, dray or other carriage, under a penalty of five dollars for each and every day that such vehicle shall bo so run, to bc recovered by information before the Mayor, or any one of the Aldermen of said city. SEC. XIV. SEC. XV. Arad li H further ordained, That tm annual tax of fifty dollars shall be paid upon each and every bagatf He, poole or keele, or billiard table, and upon every bowling saloon, nine or ten pin alley, or pistol gallery, kept within the limits of tho said city: and thc sum ol one hundred dol? lars shall bc paid, in advance,for a license to keep or have a cock-pit within thc limits of tho said city, and no license for such cock-pit shall be granted for any time with? in the fiscal year for a le.-s sum than ono hundred dollars: Provided, That no per? son or persons shall open any one of thc places of amusement mentioned in this .-ec:ion, until beor they shall have obtained a license for that purpose from tho Cit Council, and shall have eui? red into bond, with two or moro good .securities, to thc Mayor and Aldermen, in tho stun of five hundred dollars, conditioned to observe tho law.-ot the State and city, and par? ticularly tho laws against retailing. Any person opening -any .-uci: establishment within this city, without first having ob? tained thc license and given bond as afore? said, shall bc subject to a' line not exec?, ing fifty dollars for each day such estab? lishment shall be kept open or used; also, that such place shall be considered, and is hcrebv declared to bi', a nuisance, and lia? ble to'be abated as such. SEC. XVI. And le it further ordained, That each and every occupant of any real estate, upon whose premises water is brought by pipes or otherwise from the city reservoir, shall pay to the City Clerk, at the same time with th? other taxes imposed by this Ordinance, such sum as may oe as? sessed bv the Committee on the Water Works. SEC. XVII. Ami le it further ordained, That inasmuch as many transient dealers in goods, wares and merchandize, either as principals or agents, including spiritu? ous liquors, make sales by tho exhibition of samples, that such dealers shall make a deposit of fifty dollars with the City Clerk, and before thej* leave thc city they shall make a return of sales, under oath, upon which return two and a half per cent, shall l>o levied and paid to tho City Clerk, who shall account ?it the time of such payment for the deposit made with him. SEC. XVIII. Andie it further ordained, That <:ach and every express company, transacting business within the limits of this city, shall make quarterly returns of their gross receipts and pay one per cent, on the amount of such return at the end of each quarter; and that each and every telegraph company shall, in like manner, make quarterly returns of their gross re? ceipts, on which return shall be paid a tax of one-half per cent. SEC. XIX. And it is further ordained, That each and every hotel, private board? ing house, or house of entertainment, re? ceiving transient travelers, and each pub? lic eating bouse, or saloon, shall pay a tax of one-half per cent, upon their gross receipts, to bo paid quarterly. That each barber shop shall pay a tax of three dol? lars for each quarter in advance. SEC. XX. And le it further ordained, That each and every cotton press, and cot? ton gin, within tho corporate limits of this city, shall be required to procure of the City Clerk a license for thc same, and shall pay one hundred dollars per annum on each gin or press, to be paid quarterly. SEC. XXI. And he it further ordained, That if any person or persons shall fail, neglect or refuse to make a return to the City Clerk, on oath, of all his, ber or their taxable property, income, sales, or other things taxed by till. Ordinance, on or be? fore the 1st day of March next, such per? son or persons shall be then assessed bj' the Assessor for all his, her or their pro? perty, or other things taxed by this Ordi? nance, according tu the best information which he can obtain of the value of such taxable property; and such person or per? sons who shall fail, neglect or refuse to make a return, as aforesaid, or pay the tax thereon, on or before the loth of March next, shall bc subject to and pay, in addi? tion to said tax.live per cent, on thc whole amount of his, her or their tax, as imposed by this Ordinance. And the said Clerk is hereby required to collect and receive thu laxes and dues levied and imposed by this Ordinance, and all arrears of former taxes and dues, and make a return thereof, and nf all persons who shall then be in default, to the Mayor and Aldermen, on the 15th day of Mar? h next. suc. And be it further ordained, That thc said Mayor and Aldermen shall issue their execution against each and every person who shall be reported by the said Clerk to have failed, neglected or re? fused to make returns or pay the taxes imposed by this Ordinance, within the timo herein prescribed,which said execution shall be lodged wit li the Sheriff of Rich? land District, to be collected according to the provisions of the Acts of the General Assembly of this State in such ease made and provided. WE PROPOSE to publish a WEEKLY PAPER, devoted to tho diffusion of the principles of religion and the interests of the Baptist denomination. We havo been moved to this undertaking by the solicitations of brethren in various por? tions of this State, as well as of other States, among tho readers of the late Confederate Baptist, anel by our own con? viction that a paper of a high character would contribnte largely to the intellectual improvement, the religious progress and the general welfare of the churches. Tho field is large, affording ample room for all sincere and zealous laborers. The Baptist will be printed on a sheet about twenty-two by thirty-two inches, and wili contain twenty-four "broad columns, mostly in Long Primer type, clear and legible, so that it may be read with com? fort, even by the aged. Its entire mecha? nical execution will be of the highest order. Our columns will be enriched by corres? pondence and contributions from the other Southern States, pnd, occasionally, from Europe and our missionary stations abroad.
