military reconstruction bill closes
with tho intimation that it will be
tested before thc Supreme Court.

minds of thc patriotic and enlighten?
ed men with whom the decision must
ultimately rest."' He forgets that thc
nation has determined the question
already, and that no enactment or de?
cree eau avail anything against an
enlightened public opinion. Men
make laws for their security and the
protection of society. When laws
cease to accomplish these purposes,
men overthrow them by reformation
or revolution. Legal decisions in
such cases have no more force than
statutes, and a decision of the Su?
preme Court cannot and will not pre
ventthe American nation from achiev?
ing its great work. The President's
threat, therefore, fell without weight
against the representatives of the

a system of public schools for blacks
and whites alike, except that schools
for each shall be separate in each
district.
