New York and New England take little or nothing by it, because the largo and "littoral bounties they paid to their volunteers ave to bo deducted from the new bounties,which the Govern? ment is to pay. Thus, Now York and New England are made to pay the bounties claimed for the volun? teers of the Western States, where local bounties were not provided. The Wost is corning into power with rapid force, and before long will force Pennsylvania, New York and New England to disgorge all the gains that have been acquired by the high protective system." The Bichmond Examiner says: 'Our talented young townsman, Mr. Edward V. Valentine, has just com? pleted, in clay, a statuette of Gen. J. E. B. Stuart. He has succeeded in producing an admirable likeness of this distinguished officer, both in form and feature. The pose is cha? racteristic, and the whole work is said, by those who knew him well, to be well nigh perfect. It will be moulded in plaster in a short time. Heit ordained by the Mayor and Ahler? men of the City of Columbio, in Council assembled, awl hythe authority of the same, That a 'ax to cover the period from Janu? ary 1,1807 to January 1,1868, for the sums and in thc :...iiwivr hereinafter mentioned, shall be raised and paid into the public treasury of the said city, for the u-e and service thereof. SEC. I. That is to say, one dollar on every hundred dollars of the assessed value of real estate lying within the limits of said city; and the value of all taxable real es? tate within the city of Columbia shall be assessed by the City Assessor. SEO. IL And be it further ordained, That each male person over the age of fifteen years and under the age of sixty years shall pay a tax of one dollar. SEO. III. Fifty cents shall be levied upon every hundred dollars of salt s of goods, wares and merchandize, embracing sab s of all articles of trade for barter or ex? change, which shall be made by resident merchants, traders and dealers, within Ou? chy of Columbia, from the lirst day of ! January, one thousand eight hundred and ! sixty-seven. SEC. IV.- And whereas many persons set np temporary shops or stores for the sale i of merchandize, after the time fixed for ! assessing taxes, and close the same before ! the return of tho tax thereon, so as to j avoid the payment of taxes to the city I altogether: Heit further ordained, That ali ? such dealers shall, upon opening shop or i store in tho city of Columbia, pay to the City Clerk tho sum of twenty-live dollars, j which shall bo allowed him in tho next i settlement for taxes, and the overplus, if , any, bo returned to him; and such tran- j sie'nt dealer shall pay ono dollar on every I one hundred dollars of sales of goods, wares and merchandize. On failure to pay, after being notified, the Mayor shall forth? with issue an execution against the de? faulters, and collect the money in the usual way. SEC. V. Thero shall be levied one per cont, upon sales at auction of all goods, the property of persons who are residents of tho city of Columbia. I SEC. Viii. And be il further ordained, hy I 'he authority aforesaid, That two dollars ! shall be paid on each and every horse, marc, stallion, golding and mule, kept "or used within the city nf Columbia, besides the tax on vehicles, as follows: l'en dol? lars thal! bo paid on each and every four wheeled pleasure carriage or barouche, drawn by two or more horses; live dollars on each and everyone horse carriage, lind? sy, barouche, ?;ig sulky, not used for hire; ten dollars on every vehicle used for the breaking or exhibiting of horses and mules; fifteen dollars on each hack or car? riage, drawn by two horses, and run for thc conveyance of passengers for hire: eight dollars on each and every one Horse buggy, gig or sulky, kept or used for hire; ten dollars on each and every four horse wagon; eight dollars on each two horse wagon: six dollars on each one horse wagon, cart or dray; twenty dollars on each express wagon; fifteen dollars on each and every omnibus or stage; and all persons commencing to use or run any carriage or other vehicle, after the time for the payment of taxes, shall pay from the time they commenced to use. or run such carriage or vehicle, to the end of the year, in proportion to the rate of taxes per an? num: Provided, That no person shall be allowed to use any omnibus, wagou, dray, cart or other vehicle, for tins transporta? tion of baggage or pansen?ers from one part of thc city to another, until tho owner thereof shall have frivon bond to tho city, to be taken by the City Clerk, with two or more good sureties, in the sum of live hun? dred dollars, conditioned that such owner will pay all damages that may result from the foss or injury to baggage or passen? gers, while being carried on the omnibus, wagon, dray, cart or other carriage of such owner, or after being entrusted to the cus? tody of the driver thereof, or any. of his assistants. And any person offending herein shall be liable to a tine of five dol? lars per day for each day such wagon, cart, dray or other carnage for carrying bag? gage or passengers, may bc run before such bond is given: And provided, further. That nothing heroin contained shall extend to any of the above enumei ated vehicles not used, although kept within the limits of the city: And provided, also, That no? thing herein contained shall he- construed to extend to wagons, carts, drays or car? riages, going to or- from market, and awned by non-residents of said city. A nd be it further ordained, That atax of two dollars shall lie paid on eaeh and every horse, marc, stallion, gelding and mule, sold in this city by or on account of any horse trader or livery stable keeper1, and tho keeper >>i every livery stable shall make quarterly returns, on oath, of such sales at his stable, and pay.tUje tax thereon, under a penalty of two dollars per day for failure to make such returns and payments at the end of the quarter. SEO. IX. Amibe it further ordained, That no person shall ?et or hire any wagon, cart or dray, or other carriage, or run any om? nibus, stage, hack or other carriage, for the transportation of ;,'no?ls or passengers, within tho limits of said city, without hav? ing first obtained a badge from the City Clerk, to bc plaeed on some conspicuous part of the vehicle; aiso, a badge with a number by which he may be identified and known, to be worn on a conspicuous part of his person by the driver of such ?mni? bus, wagon, cart, dray or other carriage, under a penalty of five dollars for each and every day that such vehicle, shall be so run, to be recovered by information before the Mayor, or any one of the Aldermen of said city. SEO. X. Whereas all male, persons be? tween the ages of sixteen and titty years, residing wubin the limits of the city of Columbia, are required by the laws of thia State to work noon the streets of the said tsity for full twelve days in each and every year: f?e it tltcrrforr ordained. That each xud every person liable to work on the streets of the said ?city of Columbia may uiil shall be excused from the perform ?ore of said duty, upon the payment of live dollars to the City Clerk: and eaeh and every person so liable, who shall fail to pay the said sum of five dollars within the time hereinafter specified, shall. wh( n summoned ?o do so, bo required to work upon the streets of tho said city for full twelve days, under the direction of the leting overseer of streets; ami if an;, such person or persons shall neglect or refuse to work upon the said streets at the time when summoned, such perwou or persons shall be tined two dollars for eaeh and ?very day that be or (le y shall neglect or refuse so to work, tb be recovered by in? formation before thc Mayor and Aldermen n Council assembled. And it shall be the luty of the City Clerk, and of the Chief ol Police, to report to the said Mayor and Mdormen all defaulters under either of the si anses of this section. SEC. XI. That for a license to retail spi ?ituous liquors, in quantities less than a mart, tho sum of one hundred and fifty lollars per annum shall l?e paid in ad rance; and for a Hcenae to sell spiritu? ous liquors in quantities of a quart or nore, the sum of seventy-five dollars ?er annum shall be paid in advance: 'Vomited, That no license to sell spi ituous liquors shall be granted for a boru r period than six mouths: And pro oideil, fnrtlter, -That th?? grouting or with? holding of licenses, in each particular case, ?ill be at thc discretion of rho City Coun? cil. SEC. XIII. Two dollars upon each and every dog shall be pa?i by the person or persons ?MI whose premises thc dog is kept. SEC. XIV. Andbe it farttter ordained, bu the authority aforesaid, That no equestrian or theatrical performance, or other exhibi? tion for gain, shall bc held in the city ot Columbia, without a license from thc; Mayor thereof first had and obtained, end thc payment, in advance, to thc City Clerk of twenty-five dollars for each and every ex? hibition, and such stun as tho Mayor may ^ ass' ss for theatricals or other exhibitions for gain: and each and every person exhi? biting for gain, without first having ob? tained said license and the payment of said tax in advance, shall be lined in a sum not less than double tin- amount of said tax. in manner hereinbefore provided for thc imposition of tines and forfeitures. SEC. XV. And be. it further ordained That an annual tax of fifty dollars shall b( paid upon each and every bagatelle, poole or keele, or billiard table, and upon every bowling saloon, nine or ten pin alley, or pistol gallery, kept within the limits of thc said city; aiid thc sum ol one hundred dol? lars sh ill bu paid, in advance, for a license to keep or have a cock-pit within the limits of the said city, and no license for SUC?i cock-pit shall bc grant i-d for any time with? in the fiscal year for a less sum than one hundred dollars: Provided, That no per? son or persons shall open any one of the places of amusement mentioned in this section, until he or thc}'shall have obtained a license for that purpose from the City Council, and shall have entered into bond", with two or more good securities, to the Mayor and Aldermen, in the sum of five hundred dollars, conditioned to observe the laws of the State and city, and par? ticularly the laws against retailing. Any person opening any such establishment within th;s city, without lirst having ob? tained the license and given boudas afore? said, shall be subject to a fine not exceed? ing fifty dollars for each ?lay such estab? lishment shall be kept open or used: also, that such place shall be considered, and is hereby declared to be, a nuisance, and lia? ble to be abated as such. SEC. XVI. And be it further obtained. That each and every occupant of any real estate, upon whose |>remises water is brought by pipes or otherwise from the city reservoir, shall pay to the City Clerk, at the same time with the othertaxes ir nosed by this Ordinance, such sum as may e as? sessed by the Committee on the Water Works. SEC. XVII. And he it further ordained. That inasmuch ?is many transient dealers in goods, wares and merchandize, either as principals or agents, including spiritu? ous liquors, make sales by the exhibition of samples, that such dealers shall make a deposit of fifty dollars with the City Clerk, and before they leave the city tin y shall make a return of sales, under oath, upon which return two ami a half per cent, shall be levied and paid to the City Clerk, who shall accounv at the time of such payment for the deposit made with him. SEC. XVIII. Andbe it further ordained, That each and every express company, transacting business within the limits of this city, shall make quarterly returns of their gross receipts and pay ono per cent, on the amouut of snell return at the end of each quarter: and that each and every telegraph company shall, in lile- maimer, malo quarterly returns of their gross re? ceipts, on which return shall bc paid a tax of one-half percent. * SEC. XIX. .iud it is further ordained, 'That each and every hotel, private board? ing house, ur house of entertainment, re? ceiving transient travelers, and each pub? lic oating house, or saloon, shall pay a tax of one-half uer cent, upon their tuross receipts, to be paid quarterly. 'That each barbershop shall pay a tax of thn c dol? lars tor each quarter in advance. SEC. XX. .Ind be it furtlter ordained, That each ami every cotton press, and cot? ton gin, within the corporate limits of thi. city, shall be required to procure of the City Clerk a license for the same, and shall pay one hundred dollars per annum on each gin or press, to be paid quarterly. SEC. XXL And be it farther ordained. That if any person or persons shall fail, neglect or refuse to make a return to the (Mtv Clerk, on oath, of all his. her or their taxable property, income, sales, or other things taxed by this Ordinance, on or be? fore the 1st day of March next, such per? son or persons shall be then assessed by the Assessor for all his, her or their pro? perty, or other things taxed by this Ordi? nance, accotding to the best information which he can obtain of the value of such taxable property; and such person or per? sons who shall fail, neglect or refuse to make a return, as aforesaid, or pay the tax thereon, on ur before tin; 15th of March nest, shall be subject to and pay, in addi? tion to said tax, live per cont, on tin: whole amount of hi", her or their ta x. as ?rnposed hy this Ordinance. And the sAid Clerk is hereby required to collect and receive the laxes and dues levied and imposed by this Ordinance, and all arrears of former taxes md dues, ami make a return thereof, and >f all persons who shall then be in default, to the Mayor and Aldermen, on tho loth lay of March m xt. SEC XXII. And be it further ordained.
