BRECKTNRTOGE NOMINATED ron GOVEKNOB.-At a largo Johnson meeting in Ballard Count}-, Tennes? see, last Monday, Cen. John C. Breckin ridge was nominated for Governor. A letter to the Louis? ville Courier says: Col. Turner offered the resolution instructing the delegates to vote for John C. Breckinridge for Governor. You should have seen the wild en? thusiasm it created. Shouts -went np from all parts of thc court house, although no one had thought or dreamed of such a thing. Col. Turner argued the adoption of the resolution in a bi'ief speech. He said we had just emerged from a struggle which almost resulted in the destruction of American liberty. The dominant party were trying to trample under foot every guarantee thrown around the rights of our citi? zens. "We must look closely to the qualifications of men we put in high places of trust; that Gen. Breckin? ridge had been tried; he had occu? pied the highest positions, civil and military, and had proved himself a statesman and patriot, and to-day he stood pre-eminently above all others in the affections of the people of Ken? tucky. John Hampden permitted himself to be thrust into prison sooner than pay a few pennies' tax, demanded under an unconstitutional edict. The glorious spirit of the immortal Eng? lishman is not dead. Congress will find the land to bristle with John Hampdens, who will oppose a mili? tary despotism to be inaugurated in the bosom of the republic. [National Intelligencer. That is to say, one dollar on every hundred dollars of the assessed value of real estate lying within thc limits of said city; and tho value (d' all taxable real es? tate within tho city of Columbia shall bo assessed by the ("itv Assessor. SEO. II. And tie it further ordained, That each male person over the a^e of lifti en years and under the age id' sixty years shall pay a tax of one dollar. Soc. III. Fifty cents shall he levied upon every hundred dollars of sales of goods, wares and merchandize, embracing sales of all articles ?d' trade for barter or ex? change, which shall Ix; made by resident merchants, traders and dealers, within tin' city of Columbia, from tho iirst day of January, ono thousand eight hundred and sixty-seven. SEC. IV. And whereas many persons set up temporary shops or stores for the sale of merchandize, alter the time fixed for assessing taxes, and close the same before thc return of tho tax thereon, so rs to av.>id the payment of taxes to the city altogether: Be it further ordained, That ail such dealers shall, upon opening shop or store in the city (d' Columbia, pay to tho City Clerk the sum (d' twenty-five dollars, which shall bo allowed him in the next settlement for taxes, and tho overplus, if any, he returned to him; and such tran? sient dealer shall pay one dollar on every ono hundred dollars of sales of goods, wares and merchandize. On failure to pay, after being notified, tho Mayor shall forth? with issue an execution against the de? faulters, and collect tho money in the usual way. SEO. V. There shall bo levied one per cent, upon sales at auction of all goods, the property of persons who are residents of thc city of CMumbia. One and a half per cent, upon sales at auction'of all goods property of non-residents. One-half per cent, upon sales at auction of real estate and stocks of every description: Provided, nevertluHess, That no tax shall be levied upon any sales at auction made by order of court, or process of law. SEC VI. That all merchants and others selling any goods, wares and merchandize on consignment shall pa}T a tax of one per cent, on all such goods, wares and mer? chandize sold by them; and tho persons mentioned in this and in the three preced? ing sections of this Ordinance, shall bo re? quired to make quarterly returns of their sales, and to pay tho taxes assessed there? by to the City Clerk at tho end of each and every quarter. SEC. VII. And be it farther ortlaiaed, by the authority aforesaid, That a tax of one per cont, shall be paid on the premiums received bj- each and every insurance com? pany, or ?gent or agency thereof, doing business in this city and chartered by tho State of South Carolina; the agents of all companies not chartered by the State shall pay ono and a half per cent; on all. premi? ums received by them. And it shall be thc duty of every insurance company, or the officers or the agents thereof, to make quarterly returns, under oath, to the City Clerk, of the amount of premiums for the quarter preceding, under a penalty of two dollars for each and every day that such company or agent or agency may neglect or refuse to make returns and pay the said tax-to be collected by execution, as in other cases provided for the collection ot fines and forfeitures. SEO. VIII. And be it further ordained, by the authority aforesaid, That two dollars shall be paid on caen and every horse, mare, stallion, gelding and mule, kept or used within the city of Columbia, besides tho tax on vehicles, as follows: Ten dol? lars shall be paid on each and every four wheeled pleasure carriage or barouche, drawn by two or more horses; live dollars on ? ach and every one horse carriage, bug? gy, barouche, gig or sulky, not used foi hire; ten dollars on every vehicle used foi the breaking or exhibiting (d' horses and mules; fifteen dollars "ii e ach hack or car ringo, drawn by two horses, and nm foi the conveyance of passengers for hire eight dollars on each and every one horst buggy, gig or sulky, kept or used for hire ten dollars on each and every four horst wagon; eight dollars on each two hors? wagon; six dollars on each one Uorst wagon, cart or dray; twenty dollars 01 each express wagon; fifteen dollars 01 each and every omnibus or stage; and al persons commencing to use or run ato carriage or other vehicle, afterthc time fo the payment (d' taxes, shall pay from tin time they commenced to use- or run sud carriage or vehicle, to tho end of tho year in proportion to the rate of taxes per an mun: Provided, That no person shall bi allowed to use any omnibus, wagon, dray cart or other vehicle, for thc transporta lion of baggage or passengers from on part of the city to another, until the owne thereof shall have given bond to the city to be taken by the. City Clerk, with two i, more good sureties, in the stun (d' live hun dred dollars, conditioned that such owne will pay all damages that may result froi the loss or injury to baggage or passen gers, while being carried on the oiunibiu wagon, dray, cart or other carriage of sue owner, or after being entrusted to the elli tody of the driver thereof, or any of hi assistants. Andbe it further ordained, That atax < two dollars shall be paid on each and evci horse, mare, stallion, gelding and mul sold in this city by or on account of at horse trader or livery stablo keeper; ar the keeper of every livery stablo shu make quarterly returns, on oath, of sm sales at his stablo, and pay the tax theron under a penalty of two dollars per day fi failure to make such returns ana paymen at the end of the quarter. SEC. IX. Andbe il further ordained, Th no person shall let or hire any wagon, ca or dray, or other carriage, or run any 01 I nibaa, stage, back or other carriage, f tlif transportation of goods or passengers, within tho Inuits of said city, with..ot hav ing first obtained a badge from thc City Clerk, to be placed on some conspicuous part of tho vehicle; also, a badge'wit h a number by which he may be identified and known, to be worn on a conspicuous part of his person hy the driver of such omni? bus, wagon, car*, dray or other carriage, under a penalty of five dolla rs for each and every day that such vehicle shall be so run, to be recovered by information before thc Mayor, or any one of the Aldermen of said city. SEC. X. Whereas all male persons be? tween the ages of sixteen and fifty years, residing within the limits of the city of Columbia, aro required by the laws of this State to work upon tho streets of the said city for full twelve days in each and every year: Be it therefore ordained, That each and every person liable to work on the streets of the said city of Columbia may and shall be excused from tho perform? ance of said duty, upon the payment of live dollars to the City ( Hork; and each and every person so liable, who shall fail to pay the said sum of live dollars within the time hereinafter specified, shall, when summoned to do so, be required to work upon thi' streets of the said city for full twelve days, under the direction of the acting overseer id' streets: and if any such person or persons shall neglect or refuse to work upon the said streets ai tho time when summoned, such person or persons shall be lined two dollars for each and every day that he or they shall neglect or refuse so to work, to bo recovered by in? formation before thc Mayor and Aldermen in Council assembled. And it shall be the duty of C e City Clerk, and of the-Chief of Police, to report to thc said Mayor and Aldermen all defaulters under either of the clauses of this section. SEC. Xl. That for a license to retail spi? rituous liquors, in quantities less than a quart, the sum of one hundred and li ft y dollars per annum shall be paid in ad? vance; and ior a license to sell spiritu? ous liquors in quantities of a quart or more, the sum of seventy-five dollars per annum shall bo paid in advance: Provided, That no license to sell spi? rituous liquors shall bo granted for" a shorter period than six months: And pro vided, further, That the granting or with? holding of licenses, in each particular case, will be at tho discretion of the City Coun? cil. And tho City Clerk shall bc entitled to receive, for issuing each and every license, the sum of two dollars; to be paid by the person or persons licensed. SEC. XII. One per cent, on the incomes of brokers, and ono per cent, on all in? comes derived from commission business, or the practice of professions, within tin limits of tho city, including the prof jsiont of law, phvsic, dentistry and architecture. SEC. XIII. TWO dollars upon each anc every dog shall be paid by the person 01 persons on whose premises thc dog is kept And the police of the city ot Columbia an hereby authorized and required to take nj and hold twenty-four hours before dispos ing of him each and every dog found run? ning at large within the limits of said cor? poration, and not having on a badge 01 collar, furnished by authority of said city SEC. XIV. And be it further ordained, b> the authority aforesaid., That no equestriar or theatrical performance, or other exhibi tion for gain, shall be held in tho city o: Columbia, without a license from the May01 thereof first had and obtained, sud tin payment, in advance, to the City Clerk o twenty-five dollars for each and every ex bibi tion, and such sum as the Mayor ma] assess for theatricals or other exhibition: for gain: and each and every person exhi biting for gain, without first having ob fained said license and tho payment of sab tax in advance, shall be lined in a sum no less than double the amount of said tax in manner hereinbefore provided for tin imposition Of lines and forfeitures. SEC. XV. .4?d be it further ordained That an annual tax of fifty dollars shall b paid upon each and every bagatelle, pool or keele, or billiard table, and upon ever i owling saloon, nine or ten pin alley, o pistol gallery, kept within the limits of ih said city; and thc sum of one hundred dol lars shall bi? paid, in advance, for a hocus to keep or have a cock-pit within the limit of the said city, and no license for sue! cock-pit shall be granted for any time wil li in the fiscal year for a" less sum than on hundred dollars: Provided, That no pei son or persons shall optui any one ol th places "? amusement mentioned in thi section, until le -or they shall have obtaine a license for that purpose from tho Cit Council, and shall have entered into boin with two or more good securities, to th Mayor and Aldermen, in the sum of liv hundred dollars, conditioned to observ the laws of the State and city, and pat tieularly the laws against retailing. An person opening any such establishmci within this city, without first having ul taincd the license and given bond as a fun said, shall be subject toa fine not excee, ing fifty dollars for each day such estai lishment shall be kept open or used: alsi that such place shall be considered, and hereby declared to be, a nuisance, and li: ble to be abated as such. SEC. XVI. And br it farther ordain* That each and every occupant of any re estate, upon whose premises water brought by pipes or ol herwisc from the ci reservior.'shall -pay to the City Clerk,; the sane time with the other taxes impost bv this Ordinance, such sum as maybe a s?sscd lc the Committee on the Wat' Works. SEC. WU. .\"d br it further ordnim That inasmuch as many transient deale in goo ls, wares and merchandize, eith as principals or agents, including spirit' ons liquors, make sales by the exhibits of samples, that such dealers shall make deposit of fifty dollars with the City Clor ?md before they leave- the city they sh? make a return of sales, under oath, upi which return two and a half per cent, shr be levied and paid to the City Clerk, wi shall account at the time of such paymei for thc deposit made with him. Sn-. XVIII. And be il further ordaine That each and every express compan transacting business within the limits this citv, shall make quarterly returns their gross receipt? and pay one per cei on the amount of such return at tho er of each quarter; and that each and eve telegraph company shall, in like mai.nt make quarterly returns of their gross r ceipts,"on which return shall be paid a t of one-half per cent. SEC. XIX, And it is further ordaim That each and every hotel, private boai mg house, or house of entertainment, i ceiving transient travelers, and each pu lie eating house, or saloon, aimil pay a t of one-half per cent, upon their gre receipts, to l>e pa?i quarterly. That each barbershop shall paya tax of three dol? lar.- for each quarter in advance. Si:e. XX. And be il further ordained, That each and every cotton press, and cot? ton gin, within thc corporate limits of this city, shall be required to procure of thc City Clerk a license for the sane,and shall pay one hundred dollars per annum on each gu: or pr. ss, to bo paid quarterly. SEC. XXI. And be ii further ordained, That if any person or persons shall fail, neglect or refuse to make a return to tho City Clerk, on oath, of all his. her or their taxable'property, income, saies, or other things taxed hy this Ordinance, on or be? fore the 1st day of Marci) next, such per? son or persons shall he then assessed by thc Assessor for all his, her or their pro? perty, or other things taxed hy this Ordi? nance, according to the best information which he can obtain of the valuo of such taxable property; and stich person or per? sons who shall fail, neglect or refuse to make a return, as aforesaid, or pay the tax thereon, on or before tho 15th of March next, shall be subject to and pay, in addi I tion to said tax, five per cent, on the whole amount of his. hoi or their tax, as imposed by this Ordinance. And the saiil Clerk is hereby required to collect and receive tho taxes and dues levied and imposed by this Ordinance, and all arrears of former taxes and dues, and make a return thereof, and of all persons who shall tin n b< in default, to the Mayor and Aldermen, on thc 15tb, dav of March next. SEC. XXII. And be il further ordained, That the said Mayor and Aldermen shall issue their execution against each and every person who shall be reported by th?1, said Clerk to have failed, neglected or re? fused to mako returns or pay tho taxes imposed by this Ordinance, within thc time herein prescribed, which said execution shall be lodged with the Sheriff of Rich? land District, to be collected according to the provisions of tho Acts of thc ('remuai Assembly of this State in such case made and provided.
