bill by the House was calmly received and

WASHINGTON, February 14.-In the Se?
nate, Ross, of Arkansas, was admitted to a
seat. A bill was introduced authorizing
the Postmaster-General to contract for a
monthly mail between San Francisco and
Honolulu. Thc League Island bill was
passed by 27 to 17. The Louisiana bill re?
ceived a second reading. Trumbull spoke
of several amendments. Wade said, if it
was amended too far, tho bill would bc
lost. Ile said ht* would give the Senate no
rest, when the bill came up, till it was
passed. Sumner was in favor of both
bills-Stevens" and the Louisiana. He had
amendments to offer abolishing all decrees
of courts since the passage of the seces?
sion ordinance. Fcssenden favored both
bills and Blair's amendment, which admite
the unrepresented States, upon the adop?
tion of the constitutional amendment and
impartial suffrage. The bill was postponed
and amendments ordered printed. Ste?
vens' bill was read a second time. The bill
retiring compound interest notes was
passed, and now goes to the House.
The House refused to concur in the Se'
nato's amendment to tho tenure of office
bill including cabinet ofticors.

TRIBUNE OFFICE,
NEW YORK, January 5, 1867.
MY DEAR SIR: Yours of the 27th
ultimo has but just reached me. I
have been long absent at the West,
and only returned this morning:
meantime you Lave doubtless seen
some of the articles and letters I
have written bearing on thc great
topic. In my judgment, your people
begin at the wrong end. You bor?
row needless 'rouble concerning your
relations with thc Federal Govern?
ment. Your first and great concern
is, peace and good will among your
own people. Make the great mass of
Georgians, whether loyal or once
rebel, white or black, contented, har?
monious and kindly toward each
other, and you need not much care
what is done or left undone at Wash?
ington. Hence, go to work, every
mau, woman and child of you, and
grow at least twice the cotton, and
put up twice the meat you did last
year, and let Congress do its worst
acts, wait and take its own time
for it.
I speak from the depth of a hearty
good will. Pray try to bu able to
write me soon that almost every one
in Georgia is hard at work, deter?
mined to live and let live, and eon
ceding to every one else a perfect
equality of rights. Yours, very re?
