February 12.-The District Supreme Cuurt has decided in the Ma? gruder case, who, after disavowing alle? giance to Great Britain, affirming his be? lief in the Christian religion, swearing allegiance to the United States, and been admitted to practice, subsequently became a Confederate officer. In extenuation of the taking of tho oath, Magruder plead that bc believed ho owed fealty first to his n:i tivoState, next to tho Federal Government. This, Judge Carter maintained, was itself a bar to his admission, even if the test oath did not exist. Tho rule regarding tho test oath was maintained; and Magruder's ap? plication rejected. Heavy frauds have been discovered in thc Boston Custom House. Tho Republicans are far from hopeful of getting Elliott's bill through tho Senate in timo to become a law this session. ' European despatches state that tho Con? ference of tho South German States has adopted tho army system, similar to Prac j sia. The Cabinet Ministers of It;dy ha ve all resigned. NEW YORK, February 12.-The building corner of Broadway and Leonard street, erected for the Society Library Association, but which has lately been occupied by S. B. Chittenden & Co., was entirely destroyed by lire this morning. The estimated value of the building was $300,001), while the goods were valued at $1,000,000. Chandler gave notice of a bill repealing the tariff and establishing a uniform tariff of fifty per cent, ad valorem on all impor? tations. The bankrupt bill passed-20 to 10. Wilson introduced a bill to pay for quar? termaster ste rcs taken from loyal people. A committeo was appointed for each State, to whom all claims should be referred. In the House, Elliott's bill was resumed and was amended by striking out the pro? vision for one representative in Congress. A long colloquy ensued-tho Democrats asking time for debate. Stevens inefiectu ally asked its postponement, for tho con? sideration of his bill. The motion was rejected. Elliott read a letter from Julian Neville, of New Orleans, grand-son of Revolution? ary Neville, appealing for a loyal Govern? ment fo' .Louisiana. Also, resolutions of thc Southern Loyalists' Association, en? dorsing the bill. Tho House passed the bill-113 to 48.
