BOTHERING TIIK NF.W YORK GAII BLiERH.-Tho police un Sunday night made a descent upon the gambling house of Alexander R. Spencer, in Broadway, New York, and arrested Spencer and eighty-one gamblers, and seized a complete gambling appa? ratus. Among those arrested were twenty-one married men. They were all gambling at "keno." Their ages range from nineteen to forty-five. A correspondent of the Independent newspaper denounces Mr. Seward as "an apostate who stands to-day willi the vilest politicians the coun? try contains on this (Districtsuffrage) and other questions.1' Mild spoken gentlemen, these radicals. The same ?writer says "those who now have office are for the most part dumb, cringing slaves." A Minister is'to be sent to Wash? ington by Turkey, and the man said to have received the appointment is a miserable renegade Italian Catholic, who has turned Turk. He has been Minister at Florence, hut was removed at the request of the Italian Govern? ment, becauso he was acting as a spy of the Pope. An Ordinance to Raise Supplies for I the Year 1867. /'. it ordained bj/the Mayor and Ai<t.r- \ men of Ute City of Columbia, in Council j C?Ssembled, and hy the authority of the same, 1 1 hat a tax to cover the period from Jami- I aiy 1, ]S(?7, to January 1. lSHS, for thc sums and in the manner hereinafter mentioned, sliall be raised and paid into tho public treasury of the said city, for the u-e and service thereof. SEC. I. That is to say, one dollar on every hundred dollars of tue assessed value of real estate lying within the limits cf said city; and the value ol' all taxable real es? tate within tim city of Columbia shall he assessed by the City Assessor. SEC. II. And be it further ordaiited, That each male person over tho age of fifteen years and under thc ago of sixty years shall pay a tax of one dollar. Sic. HI. Fifty cents shall he levied upon every hundred dollars of sales of goods, wan s and merchandize, embracing sales, of all articles of trade for barter or ex changc, which shall ho made by resident merchants, traders and dealers, within the city of Columbia, from the first day of January, one thousand eight hundred and sixty-seven. SEC. IV. And whereas many persons set up temporary shops or stores tor tho sale ol' merchandize, after the time fixed for asst ssing taxes, and close the same before the return of tho tax thereon, so as to avoid thc payment of taxes to the city altogether: Be it further ordained, That ail such dealers shall, upon opening shop or store in the city of Columbia, pay to the City Clerk the. sum of twenty-live dollars, which shall be allowed him in the next settlement for taxes, and the overplus, if any, lu; returned to him; and such tran? sient dealer shall pay ono dollar on every ono hundred dollars of sales of good", wares and merchandize. On failure to pay, after being notified, the Mayor shall forth? with issue an execution against the de? faulters, and collect the money in thc usual way. SEC. V. Thero shall bc levied one per cent, upon sales at auction of all goods, tho property of persons who are residents of tho city of Columbia. Ol e and a half lier cent, upon sales at auction of all goods property of non-residents. One-half per cent, upon sales at auction of real estut? and stocks of every description: Provided, nevertheless', That no tax shall be levied upon any sales at auction made by order of court or process of law. SEC. VI. That all merchants and others selling any goods, wares and merchandize on consignment shall pay a tax of one per cent, on all such goods, wares and mer? chandize sold by them; and tho persons mentioned in this and in thc three preced? ing sections of this Ordinance, shall bo re? quired to make quarterly returns of their sales, and to pay the taxes assessed there? by to the City Clerk at tho end of each aud every quarter. SEC. VII. Arid oe it further ordained, by the authority aforesaid, That a tax of one per cent, shall bo paid on tba premiums received hy each and every insurance com? pany, or agent or agency thereof, doing business in this city and chartered by tho State of South Carolina; the agents of all companies not chartered by tho State shall pay one and a half per cent, on all premi? ums received by them. And it shall bc thc duty of every insurance company, or tho officers or tho agents thereof, to make quarterly returns, under oath, to the City Clerk, of tho amount of premiums for tho quarter preceding, under a penalty of two dollars for each and every day thal such company or agent or agency may neglect or refuse to make returns and pay the said tax-to bo collected by execution, as in other cases provided for the collection of tines and forfeitures. SEC. VIII. And be it further ordained, by the authority aforesaid, That two dollars shall be paid on each and every horse, mare, stallion, gelding and mule, kept or used within tho city of Columbia, besides the tux on vehicles, as follows: Ten dol? lars shall bo paid on each and every four wheeled pleasure carriage or barouche, drawn by two or moro horses; live dollars on each and every ono horse carriage, bug? gy, uarouche, gig or sulky, not used for hire; ten dollars on every vehicle used for the breaking or exhibiting of horses and mules; fifteen dollars on each hack or car? riage, drawn by two horses, and run for tho convoyanco of passengers for hire; eight dollars on each and every one horse bilggy, gig or sulky, kept or used for hire; ten dollars on eich ami every four horse wagon; (right dollars on each two horse wagon; six dollars on each ono Worse wagon, cart or dray; twenty dollars on each express wagon; fifteen dollars on each and every omnibus or stage; and all poisons commencing to use or run any carriage or other vehicle, after tho time for the payment of taxes, shall pay from tho time they commenced to uso or run such carriage or vehicle, ta the end of the year, in proportion to tho rate of taxes per an? num: Provided, That no person shall be allowed to uso any omnibus, wagon, dray, cart or other vehicle, for tho transporta? tion of baggage or passengers from one part of tho city to another, until the owner thereof shall have given bond to the. city, to bo taken by the City Clerk, with two or more good sureties, in tho sum of five hun? dred dollars, condition'd that such owner will pay all damages that maj result from the loss or injury to baggage ie.- passen? gers, while being cari ied on the omnibus, wa eon, dray, cart or other carriage of such owner, or alter being entrusted to the ens tody of tho driver thereof, or any of hhs assistants. And any person offending herein shall be liable to a tine of live dol? lars per day for each day such wagon, cart dray or other carriage for carrying bag? gage or passengers, may be run bel e.-, such bom! is given: And provided, further. That nothing herein contained shall extern to any of tho above enumerated vehicle! not used, although kept within the limit; of tho city: And provided, also, That no thing bellin contained shall bc construct to extend to wagon?, carts, drays or car riages, going to or from market, an< owned by non-residents of said city. SEC. X. Whereas all mali; persons be? tween the ages of sixteen and fifty years, resining within the limits of thc* city of Columbia, aro required by thc laws of this State to work upon tho streets of tho said city for full twelve days in each and every year: De it therefore "ordained, That each and every persea liable to work on thc streets of the said city of Columbia may and shall bo excused from th?: perform? ance of said duly, upon the payment of five dollars to tho City Cit rk; and each anti every person so bald", who shall fail to pay thc said stun of live dollars within the time bo reinaftcr specified, shall, when summoned to dono, bo required to work upon tho. streets of the saul city for full twelve days, under tho direction of the hoting overseer of streets; and if any such person or persons shad neglect or refuse to work upon tlie said streets at the time when summoned, such person or persons shall bo lined two dollars for each and every day that lin or they shall neglect or refuse so to work, to be recovered by in? formation before the Mayor and Aldermen in Council assembled. And it shall be the duty of the City Clerk, and of the Chief of Police, to report to tho said Mayor and Aldermen all defaulters under either of the clauses of this section. SEC. XI. That for a license to retail spi? rituous Inp! irs, in quantities less than a quart, tho sum of one hundred andr fifty dollars per annum shall be paid in ad? vance; and for a license to sell spiritu? ous liquors in quantities of a quart or more, the sum of seventy-five dollars per annum shall be paid in advance: Provided, That no license to sell spi? rituous liquors shall bo granted for a aborter period than six months: And pro? dded, further. That the granting or with? holding of licenses, in each particular case, will be at the discretion of thc City Coun? cil. And the City Clerk shall be entitled to receive, for issuing each and every license, the sum of two dollars; to bc paid by the person or persons licensed. SEC. XII. Ono per cent, on the incomes of brokers, and one per cent, on all in? comes derived from commission business, or tho practice of professions, within thc limits of the city, in eluding the professions of law, physic, dentistry and architecture. SEO. XIII. Two dollars upon each and every dog shall be paid by the person or persons on whoso premises the dog is kept. And thc police ef the city ot Columbia are hereby authorized and required to take up and hold twenty-four hours before dispos? ing of him each ami every dog found run? ning at largo within the limits of said cor? poration and not having on a badge or collar, furnished by authority of said city. SEC. XIV. And be it further ordained, by Ute. authority aforesaid, That no equestrian or theatrical performance, er other exhibi? tion for gain, shall be held in the city of Columbia, without a license from the Mayor thereof lirst had and obtained, md the payment, in advance, to the City Clerk of twenty-live dollars for each and every ex? hibition, and such sum as the Mayor may assess for theatricals or other exhibitions for gain; and each and every person exhi? biting for gain, without lirst having ob? tained said license and the payment of said tax in advance,shall be lined in a sum not less than double the amount of said tax, in manner hereinbefore provided for the imposition of lines and forfeitures. SEC. XV. And be it furUier ordained, That an annual tax of fifty dollars shall he paid upon each and every bagatelle, poole or keele, or billiard table, and upon every Lowlingsaloon, nine or ten pin alley, or pistol gallery, kept within thc limits of the said city; and thc sum of one hundred dol? lars shah h-j paid, in advance, for a license to keep or bave a cock-pit within the limits of the naid city, and no license for such cock-pit shall he granted for anytime with? in the liseal year cn a less sum than one hundred dollars: Provided, That no per? son or persons shall open any one of the places of amusement mentioned in this section, until he or they shall have obtained a license for that purpose from tho Citj Council, and shall have entered into bond, with two or mure good securities, to thc Mayor and Aldermen, in the sum of five hundred dollars, conditioned to observ? thc laws of the State and city, and par ticularly the laws against retailing. SEC. XVI. SEC. XIX. That each barbershop shall pava tax of three dol? lars for each quarter itt advance. SEC. XX. And be it further ordained, That each and ev< ry cotton press, and cot? ton gin, within the corporate limits of this city, shall be required to procure of tho City Clerk a license for tho same, and shall pay one hundred dollars per annum on each gin or press, to be paid quarterly. SEC. XXI. And l>e it farther ordained. That if any person or persons shall fail, neglect or refuse to make a return to thc ('itv Ch ili, on oath, of all bis, her or tin . taxable properly, income, sales, or other tilings taxed bv this Ordinance, on or he foro tho 1st day of March next, such per? son or persons shall bo then assessed by the Assessor for all his. her or their pro? perty, or other things taxed by this Ordi? nance, according to tho best information which ho can olgain of tho value of such tpxablc property; and such person or per? sons who shall fail, neglect or refuse to make a return, as aforesaid, or pay the tax thereon, on or before tho 15tn of March next, shall he subject to and pay, in addi tion to said tax, live per cent, on the whole amount of his, her or their tax. as imposed by this Ordinance. And the said Clerk is hereby required to collect and receive tho taxes and dues levied and imposed by this Ordinance, and all arrears of former taxes and dues, and make a return thereof, and of all persons who shall then be in default, to the Mayor and Aldermen, on tho 10th dav of March next. SEC. XXII. And be it further ordained, That tho sai 1 Mayor and Aldermen shall issue their execution against each and every person who shall be reported by thc said Clerk to have failed, neglected or re? fused to make returns or pay thc taxes imposed by this Ordinance, within thc timo herein prescribed,"which said execution shall be lodged with thc Sheriff of Rich? land District, to be collected according to thc provisions of the Acts of the General Assembly of this State in such case mado and provided.
