WASHINGTON, January 22.- -In the Se?
nate, a memorial was presented from thc
Chamber of Commerce of Memphis, ask?
ing aid for the Southern Pacific Railroad.
The tariff bill was discussed, and, alter a
short executive session, adjourned.
In the House, the bill to punish the
placing of obstructions on railroads carry?
ing mails was referred to the Post Office
Committee.
A bill was introduced, declaring valid
certain acts and proclamations of the Pre?
sident from 1801 to 13G5. It shields officers
lrom acts commit ted in the discharge of
duty, and declares all bffieers shall be pre?
sumed to have acted under orders. The
bill was recommitted to the Committee,
with the privilege to report at any time.
Tlie same Committee reported a bill dc
daring it thc rule of all United States
Courts that persons guilty of treason,
murder, bribery and other felony, who had
given aid, comfort or counsel to the ene?
mies of the United States, or had engaged
in rebellion, shall not bc allowed to prac?
tice in said courts. Mr. Boutwell spoke in
its favor, saying if five -Judges of the Su?
preme Court did not have sufficient self
respect to adept rules to exclude rebel
traitors, it was time for Congress to stop
in and make rules for them. Every device
of the minority to stave off the vote was
resorted to. Thc House was still in ses?
