tion of roads, hills, streams, .Vc., and all
toll bridges, ferries, or obstructions of any
kind by which expense may bc incurred.
No claim tor additional pay, based on such
ground, can be considered, nor for alleged
mistakes or misapprehensions as tn tho
degree of service, nor for bridges desi roved,
ferries discontinued, or other obstructions
increasing distance, occurring during thc

11. Bidders arc cautioned to mail their
proposals in time to reach the Depart?

dered which are without the guarantee
required by law, and a certificate ol' the
sufficiency of such guarantee.

ment, and then, if they desire, separately
for different service; and if the regidor bid

13. There should be but ono route bid
for in a proposal: Consolidated or combi?
nation bids ["proposing one sum for two
or moro routes"'] are forbidden bylaw, and
cannot be considered.
14. The route, tho service, thc yearly
pay, tho name and resilience of tlve bidder,

those of each member of a firm where a
company offers, should bo distinctly stated.

sequently cannot bo allowed. Bidders will,

that contracts for the transportation of the
mail shall be let, "in c. e-ry case, to tho low?
est bidder tendering sufficient guarantees
for faithful performance, without other
reference to the mode of such transporta?
tion than may be necessary to provide for
tho due cele rity, ce rtainty and security e>f
such transportation." Under this law, bids
that propose to transport the mails with
"celerity, certainty anti security" haring

strued as providing for the entire mail, how?

essential te rms is tantamount to a new bid,
