Thc Si nato passed a bill fixing tho connu- nccment of Congress on thc 4th of March. The Hottsc concurred in thu Senate amendment lo thc bill fixing tin: time of meeting of Congress on the -nh of March. It'prohibits constructive mileage. Also concurred in tho Senate amendment to the bill amending the Act organizing the Ter? ritories, which provides that there shall be no denial ot' the elective franchise on ac? count of race, color or previous condition of servitude. The vote stood 101 against 38. The Senate bill for tho admission of Ne? braska into thc Union was taken up, and an effort was mach: to jiu: it on its passage. This bill, while proposing immediately to admit that State, accompanies it with a CDii'Rlion to anum a provision of its Con? stitution which confines ?suffrage to whites. Mr. Garfield [Republican] earnestly ob? jected tefforoing through a bill of this im? portance without debate, and stated his opposition to thc conditions, remarking that it would furnish a dangerous prece? dent, for Congress might admit South Ca? rolina or other Southern States in tho same way. Mr. Wilson, of Iowa, said such a condition was worthless, and would be of no binding force. The House refused to lay the bill on tho table. Tho question' will again be considered to-morrow. The Senate bill for the admission of Co? lorado is accompanied by the same condi? tion and Constitution. That state also precludes negroes from voting. This con? dition v.;:s adopted to alleviate the objec? tions of Sumner and other radicals to the admission of the States, and to do away with suffrage, being confined to whites. Sews Items. The latest reports from Chili stato that tho Chilians have refused tho proposed mediation of England and Prance. Ex President Pczet, of Peru, and his Cabinet have been sentenced to fifteen years* ba? nishment, as traitors, and tined fifty lier cont, of the $3,000,000 paid by tho Spanish Minister, in 1865. Cholera has broken out among the United States troops detained at Nicara? gua, on their way to California. Forty-six had died at last accounts. Five hundred sick and disabled French j soldiers have just passed through Pana- I ma, on their way to France. . An equal rights convention of negroes from tho Southern and Northern States is now in session herc.
