The Washington correspondent of
the Cincinnati Gazette makes the fol?
lowing statement, which we give for
what lt is worth: "In view of the
strength which the movements for
territorial Governments are assuming,
the conservatives are taking alarm,
and have sent messengers and de?
spatches into tlie South, to induce
the Legislatures to ratify the amend?
ment, promising immediate admis?
sion. The argument that the test oath
will probably be set aside, is also
used; but as the test oath was con?
sidered by all. at the last session, ns
much a part of the plan of restora?
tion ?ts the amendment itself, if the
Supreme Court shall set the former
aside, lew in Congress would feel
bound to admit the Representatives
of the rebel States, even if all rati?ed
tlie amendment."
