2. On railroad and steamboat lines and
other routes where the mode of conveyance
admits of it, tho special agents of th? Post
Office Department, also post office blanks,
mail bags, locks and keys, a: e to be con?

3. On railroad and steamboat linos, tho

conveyed without charge; and for the uso

Railroad and steamboat companies are

10. The distances are given according to
the best information; hut no increased pay
will be allowed should they be greater than
advertised, if tho points to bo supplied aro
correctly stated. Jhddcrs must inform
themselves on this point, and also in refer?
ence to the weight of tho mail, the condi?
tion of roads, hills, streams, Ac, and all
toll bridges, ferries, or obstructions of any
kind by which expenso may bc incurred.
No claim for additional pay, based on such
ground, can ho consiuered, nor for alleged
mistakes or misapprehensions as to tho
degree of service, nor for bridges dostroyed,
ferries discontinued, or other obstructions
increasing distance, occurring during tho
contract tenn. Offices established after
this advertisement is issued, and also
during the contract term, are to bc visited
without extra pay, if tho distance ho not
increased.
11. Bidders arc cautioned to mail their
proposals in time to reach tho Depart?
ment by the day and hour named, (3 p. m.,
February 28, 1867;) for bids received after
that time will not bo considered in compe?
tition with a bid of reasonable afhount re?
ceived in time. Neither can bids be consi?
dered which arc without the guarantee
required by law, and a certificate of tho
sufficiency of such guarantee.
12. Bidders should first propose for ser?
vico strictly according to tho advertise?
ment, and then, if they desire, separately
for different service; and if the regular hid
be the lowest off-red for the advertised
service, thc other propositions may be con?

13. There should be but ono route bid
for in a proposal. Consolidated or combi?
nation bids ["proposing one sum for two
or more routes"] are forbidden bylaw, and
cannot be considered.
14. The route, the service, the yearly
pay, the name and residence of ibo bidder,
[that is, his.usual pout office address,] and
those of each member of a linn when &
company offers, should be distinctly stated.
15. Bidders are requested to uso, as far
as practicable, the printed proposals fur

full the sum of their bids, and to retain
copies of them.
