agricultural college scrip, covering
nearly 270,000 acres, was issued and
delivered to thc State of North Caro?
lina initier thc Act of Congress of
July 5, 1862, providing for agricultu?
ral colleges; aud whereas by the
sattie authority the General Land
Office is now preparing to issue scrip
in like manner to the States of Vir?
ginia, Georgia and Mississippi; and
whereas said action of the President
takes for granted that said States are
restore;! to their proper Constitu?
tional relations to the Union, and are
to bo recognized in till respects as en?
titled to the rights of the other.

alone can rightfully determine;
therefore,
Resolved, by the Senate and House
of Representatives of the United
Skates, That tho further issue and
delivery of such scrip to any of the
yet unrepresented States lately in re?
bellion against the United States, or
thc acceptance of such scrip, or any
heretofore issued by thc Registers or
Receivers of any of the Land Offices
of said States, he, and the same is
hereby, prohibited until said States
shall be fully restored to their rights
as States by Congress.

has appealed, and if tho Court in

it is probable that the prisoner, who

Criminal Court."
FROM HAVANA.-The correspondent
of Friday's Herald reports that the
information recently given of^?holera
having appeared at St. Thomas turns
out to be false. The English sloop
of-war Wolverine had arrived at Ha?
vana. The pemsal of President
Johnson's message made a favorable
impression upon the minds of all
classes. The police had refused to
afford any further information of tho
discoveries made in regard to the
Mila murder.
j The Chattanooga Union speaks of
the numerous droves of swine which
every day passed through that city
last week. There were mostly ga?
thered up in the Counties North of
Chattanooga, and were being driven
into Georgia. The ruling prices
were eight to ten dollars per hundred,
net, without much inclination on tho
part of purchasers to invest at those
figures, in a majority of instances,
holders refused lo take less than ten
dollars per hundred.
MILITARY INTU?: SOUTH KEN STATICS.
A proposition will be ottered in the
House, when the army bill comes up,
to provide by law for the assignment
of a certain number of troops in each
of the districts of tho unrepresented
States. As the matter now stands, the
army is uialerlhe exclusive control of
the President as Commander-in-Chief,
and he can order it (or any portion
thereof) wherever he thinks proper.
Senator Roberts, of Texas, ad?
dressed a hitter to his constituents, on
the l-l th inst., advising that the peo?
ple exercise their highest virtues in
maintaining law and order, and show
themselves worthy of a better fate
than now seems to await them. He
says to them: "De hopeful, find push
forward industrial pursuits, develop
the country and try to mend your
own fortunes."

taries of tho Catholic Church in thc
United States, recently in session at
Baltimore, extending' to the Pope au
urgent request for His Holiness to
visit this country, has been received
and is nuder consideration. There is
some probability of its being ac?
cepted.
The Louisville Courier says the
suggestion of a National Democratic
Convention, to be held in Louisville
j early in 1-SijT, has met with consider?
able favor, and it is probable that an
invitation to the Democracy of all
the States will be issued by the Ken?
tucky Democratic Stute Convention.
THE CONSTITUTIONAL AMENDMENT.
Petitions are being circulated in
Worcester County, Massachusetts,
and in other parts of that State, pray?
ing the Legislature not to ratify the
Constitutional amendment, on the
ground, principally, that it allows j
the States to disfranchise negroes.
A man arrived in Louisville, a few
days ago, and passed himself for Col.
Mosby, of Virginia. He created
j quite a sensation for a few days, but
I was finally proved to be an imposter,
by a young man who knew Col.
{ Mosby veiy well, hud his nose pulled,
j and was driven out of the city.
About 30,000 british troops are
now stationed in Ireland, chiefly in
the Southern Counties. This is
about the number stationed in Ire?
land in 1848.
Mr. Taylor, of Tennessee, having
become dissatisfied with the manner
in which tho Special Committee on
the New Orleans riots proposes to
conduct the investigation, resigned
as member of that committee, on the
14th inst., and Mr. Hiram McCul?
lough, of Maryland, was appointed
in his place.
The Supreme Court of Georgia de?
cided, in a case brought before it the
other day, that "the wife and children
of a person who bas created a lein
upon his property, m ,y secure their
interest in tho same by proceeding
under thc insolvent laws, without re?
sort to equity. "
The committee to investigate thc
murder of Union soldiers, in South
Carolina, have asked and obtained
permission to visit South Carolina,
employ a reporter, and have all the
expenses paid out of the contingent
fund of tho House.
In consequence of orders from
Gen. Schofield that all government
horses and mules in tho hands of
private parties in Virginia shall be
given up, those having such without
bills of saleare rapidly running them
into thc mountains.
A report was in circulation in New
York, Saturday, that one of the com?
mittees in Congress had agreed to
recommend a large addition to the
present amount of National bank
currency.
Secretary McCulloch proposes to
discharge all his female clerks. The
dear creatures make no end of trou?
ble, and, besides, there are one hun?
dred moro than are needed.
In Connecticut, thc cotton mills
are running on half time.
A victim of the John Brown raid
has received a pension from Virginia.

color. They were raised by Mr. John D.
frost, sr., of this District, ten miles above
Columbia, on Broad Uiver, lt is believed
that tin y aro still about the city or the
plantation of Mr. Frost.
