ister of Finance, shows that the revenues

posed scheme of re-organization of the
army will involve no increase in taxes, but

tho future. It is reported that M. Fould
has loaned 90,000,000 francs to the Go?

in Corea, in a state of blockade, from Oc?

nate, Mr. Wilson offered a joint resolution,
directing tho President to instruct officers
of the army and navy, and of the Freed?
men's Bureau, to prevent and prohibit tho
infliction ,of corporal punishment for
crimes and misdemeanors, in thc late rebel
States, until their civil Governments shall
have been recognized and adopted by Con?
gress.
Mr. Catlott presented a petition o? manu?
facturers, for relief from the rive per cent,
internal revenue tax; referred to Finance
Committee.
Mr. Boss called np tho resolution on re?
construction, offered by him yesterday,
and printed in yesterday's report. Ile de?
livered a speech in advocacy of the right
of Congress to establish Government in
the rebellious States.
Mr. Henderson offered a resolution,
based on a despatch from Gov. Fletcher,
of Missouri, calling upon the President for
information as to whether be had, sine?
the first of December, sent troops into the
interior of Missouri, for any purpose: if so,
to indicate his reasons. The resolution
was adopted.
In the Senate, the debato continued on
the Nebraska bill until four o'clock, with?
out a vote, and after an executive session,
adjourned.

made while in committee of the whole on

MEMPHIS, December 20.-A terrible cala?
mity occurred here this morning, by the
burning of a confectionary establishment,
on Madison street. Fourteen persons were
suffocated in their room?, or lost their
lives in attempting to escape from the win?
dows.

scheme which is being concocted between
the Catholic powers has no political mean?
ing. It is simply an arrangement by which

citizens of this District are holding pri?
vate meetings, to arrange for voting at tho
next municipal election, and to consider
other matters in that connection.
Tho Republican Association, at their
regular meeting, last night, passed a reso?
lution declaring that, in their judgment,
the organization ?d' auxiliaries to this so?
ciety, composed exclusively of colored per?
sons, is neither expedient as a matter of
policy, nor consistent with Republican
principles, which make no distinction on
account of race or color.
RALEIGH, N. C., December 20.-Colonel
Bomford, commanding the United States
forces in this State, interfered and pre?
vented the Sheriff from inflicting corporeal
punishment on the person of a negro, this
. morning. Judge Daniel D. Fowle ordered
I thc indictment of all military officers con?
cerned in thc transaction. Tho negro was
released after receiving eight licks. In?
dictments will be issued against the officers,
and the negro will be whipped to-morrow.
Judge Fowle has called on the Governor to
carry out the laws of the State.
BOSTON, December 20.-The tailors of

WASHINGTON, December 20.-The Presi?
dent sent a message to the House to-day,
enclosing a letter from General Santa
Anna to him, dated De;-ember, 18C5, and
May last, asking the Government to help
him to re-establish order in Mexico. Ho
asked for a personal interview, but Secre?
tary Seward, in August last, denied it, on
the"ground that such a reception would be
incompatible with tho settled practice and
habits of the Executive Department of the
Government, as we hold correspondence
only with the representative of the Repub?
