quantity of tea entered at the port of
London, for homo consumption, iu
1865, amounted to not less than 61,
000 pounds, which produced 62-G5
per cent, of the whole duty collected
in the United Kingdom.

the best information: but no increased pay
will be allowed should they be greater than
advertised, if the points to be supplied aro
correctly stated. Bidders must inform

toll bridges, ferries, or obstructions of any
kind by which expense may bc incurred.
N<i claim for additional pay, based on such
ground, can be considered, nor for alleged
mistakes or misapprehensions as to the

increasing distance, occurring during thc
contract term. Offices established after
this advertisement is issued, and also
during the contract tenn, are to be visited

11. Bidders are cautioned to mail their

February 28, 1867;) for bids received after
that time will not bo considered in compe?
tition with a bid of reasonable amount re?
ceived in time. Neither can bids lie consi?
dered which are without thc guarantee

12. Bidders should first propose for ser?
vice strictly according to the advertise?
ment, and then, if they desiro, separately
for different service; and if the regular bid

service, the other propositions may bo con?

13. There should bo but ono route bid
for in* a proposal. Consolidated or combi?
nation bids ["proposing one sum for two
or more routes"] are forbidden bylaw, and
cannot ho considered.
14. Tho route, the service, tho yearly
pay, the namo and residence of tie:; bidder,

company offers, should be distinctly stated.
15. Bidders are requested to uso, as far
as practicable, tho printed proposals fur?

nor should bids once submitted be with?
drawn. No withdrawal of a bidder or

Each bid must bo guaranteed by two re?

postmasters will not enclose proposals [or
letters of any kind] in their quarterly re?

17. The contracts are to be executed and
returned to tho Department by or beforo
tho 1st dag of July, 1807; but the sorvico
must be begun on that day, or on the mail
day next after it, whether tho contracts be
executed or not.
Transfers of contracts, or of interest in
contracts, arc forbidden by law, and con?
sequently cannot bo allowed. Bidders will,
therefore, take notice that they will bo ex?
pected to perform tho service accepted to
them through the whole term of tho con?
tract.
18. Postmasters at offices on or near rail?
roads, but more than eighty rods from a
station, will, immediately after the 23th of
February next, report their exact distance
from the nearest station, and how they arc
otherwise supplied with the mail, to enable
tho Postmaster-General to direct 'a mail
messenger supply from tho 1st of July
next.
19. Section eighteen of an Act of Con
? gress, approved March 3. 1845, provides
that contracts for the transportation ol'the

est bidder tendering sufficient guarantees
for faithful performance, without other
reference to the mode of such transporta?

essential terms is tantamount to a new bid,
and cannot be received, so as to interfere
with regular competition, after the last

certify the sufficiency of guarantors or
sureties without knowing that they ar.' per?
