HAMUUUO, December 14.-Herr Von Sa vigny has informed tho President of Wie Senate of Hamburg that Prussia will not tolerato the r .mclusion of a separate treaty of navigation with England, as proposed bv tho Senate. .REBLIN,. December 14.-Tho German Parliament will consist of but one Cham? ber. In conjunction with this assembly, thero will bo a Federal Commission. The Government insists that the military or? ganization of the States should bo identi? cal. BERLIN, December 15.-The Crown Prince of Prussia informed tho King that he cannot take up his residence at Han? over, as desired by bis Majesty, beoause his consort, the Princess Boy al of Eng? land, refuses to become mistress of the castlo that once belonged to the crown of the Queen of England. WASHINGTON, December 14.-Thero is great rejoicing by tho negroes and their white friends over tho iiogn* suffrage bill, which was passed in both- Houses, by a majority which places it beyond thc peril of a veto. The blacks of the District of Columbia arc to have hereafter equal po? litical equality with the whites. Tho Su? preme Court of the United States has refused to re-open the question of the constitutionality of the test oath, as re? quested by Judge Sherwood and Governor Hamilton, of Texas. A monster petition, fifty foot iu length, containing tho names of nearly every prominent citizen sf New Mexico, has been forwarded to the authorities here, praying for an increase of the military force in "that Territory as absolutely necessary to pro? tect the "lives and property of the inhabi? tants against the Indians, who aro report ed to bo plundering and murdering almost with impunity. WASHINGTON, December 15.-A proposi? tion to hold a convention of tho Governors of the Southern States, to consider the po? litical situation and determine what course should be pursued, in order to meet the legal demands of Congress and the radical party, ia now under consideration by prom? inent Southerners, who aro and have been in correspondence with the Governors above named. NEW YOKE, December 15.--An explosion of gasoline, it is supposed, occurred in tho Compton House, on Third Avenue, last night, by which eight persons were terri? bly burned-three of whom, it is believed, cannot recover. Two nore distilleries were seized hero by the Government officers yesterday. Not moro than twelve are being run now. The outward bound steamers of to-day take $1,017,000. ST. LOUIS, December 15.-A special from Jefferson City says the bush-whackers came into Lexington, in force, yesterday, under command of Polland Clemens. Col. Mont? gomery demanded tho surrender of Cle? mens, and, on his refusal, a fight ensued, in which Clemens was killed, and other bush-whackers mortally wounded. Mont? gomery has arrested several of thc most prominent secessionists, and holds them as hostages for the safety of tho Union citizens. NEW ORLEANS, December 15.-There arc Mexican advices to the effect that, should tho clergy fulfill their promises to raise a loan for Maximilian, he will remain at tho head of tho Government. Thc report is credited here. The cotton crop of the Parish of Ouaehi ta, tor the present year, will be deficient about 13,000 bales. CHICAGO, December 15.-Four hundred and three vessels are laid up at this port. Congressional. WASHINGTON, December 14.-lu the Se nato, an extended debate took place on the bill for the admission of Nebraska Sumner strenuously opposed it, on the ground that the State Constitution adopt? ed by the people of that Territory did not confer negrw suffrage. During the course of tho debate, the status of tho Southern States was ?Iso discussed, when Sumner declared most positively that they never should be re-admitted without negro suf? frage, even if they adopted tho Constitu? tional amendment. To luis, both the Ohio Senators- Mcs-srs. Wade and Sherman-as positively replied, that the adoption of that amendment was the only condition to bo imposed on those States, a?:d that, upon their ratifying it, their Senators and Representatives should be immediately ad? mitted. Wade said that thev had offered this bargain to the South, and he, for one, should stick by it. Mr. Sherman said tho people of tho North had so understood, and would so abide. Both these Senators, however, declared that it'the South refused to accept it, it taust be held by the strong hand of military power. In the House, tho Senate bill to regulate the elective franchise in tho District of Columbia was taken from tho Speaker's desk, and Ingersoll, of Illinois, called for the previous question on tho passage of tho bill. Hale, of New York, desired to offer an amendment, providing for an edu? cational test, but Ingersoll refused to yield for that purpose, amt tho bill was reported in full and passed without debate, by a vote of 117 to 10. Tho House the n went into Committee of tho Whole on the Presi? dent's message, and Wentworth made a speech, reviewing the acts and policy of tho President. Maynard asked leave to intro? duce a resolution, to except Tennessee from the application of a resolution of last session, directing the Committee on Claims to reject all claims for damages to property in rebel States during the war; an objection being made, it goes over. The Ene Nouvelle, of Mexico, con? tains a letter from Mazatlan, which records bloody deeds on the Mexican Pacific coast, between the Liberals nnd Imperialists. A body numbering 700 of the latter, under Gen. Tanori, had encountered 1,400 of the former, under Geu. Pesquera, near Ures, do feated them and pursued them till the retreat became a rout. During the pursuit, the French Gen. Lang berg ventured too far, was surround? ed, and captured and murdered. On their passage through the town of Ures, the fugitives'also assassinated all the French residents, to the num? ber of about i. dozen, and alar?er number of nat:. j Mexican Imperial? ists. The French colony of Sonora tied, part of them to Mazatlan aud part to San Francisco, for refuge. it is believed in Washington that after the adoption by Congress of the suffrage bill for that district, the city charter will be taken away, and the city governed by a board of four com? missioners, to bo appointed by the President. These commissioners will absorb the functions of the city go? vernments of Washington and George? town. A long bill on the subject has been proposed for presentation to Congress. Most of thc large property owners of the city are iu favor of the change, because they believe such a commission will have more influence with Congress, and obtain larger ap? propriations for improvements, ?fcc. Southern Senators and Represen? tatives now iu Washington held a meeting, for consultation, at bil? liard's, on Sunday evening. Among those present were Governor Shar? key, of Mississippi, Governor Par? sons and Mr. Foster, of Alabama, and Senators Burnett and Roberts and Representative Epherson, of Texas. Considering the few South? ern members present in Washington, no definite course of action was agreed on. Should events require it, a general meeting of all the Southern Representatives may bo called carly in January. FEMALE SUFFRAGE.--Senator Wade, of Ohio, has written a letter to Miss Susan B. Anthony, in which he says: "I am now and ever have been the advocate of equal and impartial suf? frage to all citizens of the United States who have arrived at the age of twenty-one years, who are of sound mind, and who have not disqualified themselves by the commission of any offence, without aDy distinction on account of race, color or sex." NEGRO CHIME IN THE DISTRICT OF COLUMBIA. -The report of the Warden of tho District Jail for the year shows that tho number of commitments have beeu 2,0G5, of whom a large majority were colored, and ten were charged with murder. The daily average of prisoners was 150. The expenses of the jail were $32,620. The. New York Herald's Browns? ville special says : An official order has been published releasing Ortega and party, now at Brazos, from ar? rest. General Sedgwick has been placed under arrest, and Brevet Brig? adier-General Brown has been assign? ed to the command of the sub-district of the Rio Grande. The Crocket Sentinel learns from a gentlemen just settled near that place, from Tuscaloosa, Alabama, that 1,200 wagons, bound for Texas, from South Carolina, had passed through that place. THE NUMBER BURIED.-Thc whole number of bodies of Federal soldiers officially reported as buried is 341, G70, at an expense of SI, 144,791.61, or S3.35 apiece.
