tract pay. Ho may change schedules of
departures and arrivals in all cases, and
particularly to make them conform to con?
nections with railroads, w ithout increase
of pay, provided the running time be not
abridged. He may also order an increase
of speed, allowing, within tho restrictions
of the law, a pro rata increase of pay for
the additional stock or carriers, if any.
The contractor m!iy, however, in the casa
of increase of speed, relinquish the contract,
by giving prompt notice to tho Depart?
ment that he prefers doing so to carrying
the order into effect. The Postmaster
General may also discontinue or curtail
the service, in whole or in part, in order to
place on the route a greater degreo of ser?
vice, or whenever the public interests, in
his judgment, shall require such disconti?

10. The distances aro given according to
the best infofmation; but no increased pay
will bo allowed should they be greater than
advertised, if tho points to be supplied aro
correctly stated. Bidders must inform
themselves on this point, and also in refer?
ence to tho weight of tho mail, tho condi?
tion of roads, h:"..s, streams, Ac, and all
toll bridges, ferries, or obstructions of any
kind by which expenso may bo incurred.
No claim for additional pay,"based on such
grou?d, can bo considered, nor for allegod
mistakes or misapprehensions as to tho
degree of servico, nor for bridges destroyed,
ferries discontinued, or other obstructions
increasing distance, occurring during tho
contract term. Offices established after
this advertisement is issued, and also
during the contract term, are to be visited
without oxtra pay, if tho distanco bo not
increased.
11. Bidders are cautioned to mail their
proposals in time to reach tho Depart?
ment by tho day and hour named, (3 p. m.,
February 28, 1867;) for bids received after
that time will not bo considered in compe?
tition with a bid of reasonable amount re?
ceived in time. Neither can bids bc consi?
dered which aro without tho guaranteo
required by law, and a certificate of tho

12. Bidders should first propose for ser?
vice strictly according to tho advertise?
ment, and then, if they desire, separately
for different service; and if tho regular bid

service, the other propositions may bo con?

13. There should bc but ono route bid
for in a proposal. Consolidated or combi?
nation bids ["proposing one sum for two
or more routes"] are forbidden bylaw, and
cannot bo considered.
ll. Tho route, tho service, the yearly
pay, the name and residence of the bidder,

those of each member of a linn where a
company offers, should be distinctly stated.
15. Bidders are requested to uso, as far
as practicable, the printed proposals fur?
nished by the department, to write out in

copies of them.
Altered bids should not be submitted;
nor should bids once submitted bo with?
drawn. No withdrawal of a bidder or
guarantor will be allowed unless tho with?

17. The contracts are to bo executed and
returned to tho Department by or before
tho 1st day of July, 1867; but the service
must be begun on that day, or on tho mad
day next after it, whether the contracts be
executed or not.
Transfers of contracts, or of interest in
contracts, aro forbidden by law, and con?
sequently cannot bc allowed. Bidders will,
therefore, tako notico that they will bo ex?
pected to perform thc service accepted to
them through the wholo term of tho con?
tract.
18. Postmasters at offices on or near rail?
roads, but moro than eighty rods from a
station, will, immediately after the 28th of
February next, report their exact distance
from tho nearest station, and how they are
otherwise supplied with the mail, to enable
the P?btmaster-General to direct a mail
mesaenger supply from tho 1st of July
next.
19. Section eighteen of an Act if Con
gross, approved March 3, 1845, provides
that contracts for the transportation of the
mail shall bo let, "in every case, to th slow?
est bidder tendering sufficient guarantees
for faithful performance, without other
reference to the mode of such transporta?
tion than may be noceesary to provide for
tho duo celerity, certainty "and socurity of
such transportation." Undor this law, bids
that propose to transport the mails with
"celerity, certainty and sreurity" having
been decided to bethe only legal bias, are con?
strued as provkling for the entire mail, how?
ever large, and whatever may be the. mode of
conveyance n cess.iry to insure its "celerity,
certainly and security," and have the pre?
ference over all others, and no others are con?
sidered.
20. A modification of a bid in any of its
essential tenn? is tantamount to a new bid,
and cannot be received, so as to interfere
with regular competition, after tho last
hour set for receiving bid*. Makipg a nov*
bid, with guaranteo and certificate, is thu
only way to modify a previous bid.
21. Postmasters are to bo careful not to
certify the sufficiency of guarantors ot
sureties without knowing that they are per
sons of sufficient responsibility; a disre
gard of this instruction by postmasters is '
violation of their oath of office, subjecting
them to imm?diate removal. All bidders
guarantors and sureties are distinctly noti
tied that on a failure to cider into or per
form the contracts for the service propos?e
for in the accepted bids, their legal habib
ties will be enforced against them.
22. Present contractors, and person
known at the Department, must, equal!;
with others, procure guarantors and certi
licatos of their sufficiency substantially ii
tho forms above prescribed. The certifi
cate of sufficiency must be signed by a post
master, or bv a judge of a court of record
