Mr. Shellabarger presented the. memo? rial of the loyal people of Louisiana, asking Congress to establish, under tho care of the United States Government, a Govern? ment for that State. Mr. Julian introduced a bill providing civil government for tho districts lately in revolt against the United States. Tho bill provides temporary territorial govern? ments for all the lato rebel States, except Tennessee -suffrage being givoii to all males, without respect to color, and all who have borne arms against tho United States, or held civil or military office under thc Confederacy, to be ineligible cither to hold office or to vote. This shows that there must have been a deficiency of 8800,000 in the North? ern Slates. A new bureau lia? been started in New York city, for the protection of green-horns. It bas its detective de? partment, another for furnishing guides to the greeuies in their peram? bulations around the city, and a third for commercial information, where strangers will be advised with whom to trade. The Montgomery Mail says it is absolutely necessary for the legisla? ture of Alabama to do something to encourage manufacture^-, railroads, etc., in that State. No matter how anxious the people may bc to develop the vast resources of the State, they are powerless unless they receive as? sistance of the Government. It is rumored that France is about to send a strong protest to the Greek Government against its intrigues in the East, and especially in Candia. It was also rumored that M. Moustier would soon resign his position in the French Cabinet. A large fleet of French vessels and transports was ready to sail for Mexico. Fifth Avenue, New York, is all agog in regard to an important breach of promise case that is soon to be com? menced. The scions of two aristo? cratic families are the parties. The lady is reported to be extremely beau? tiful, while the gentleman is pitted with the small-pox. "Weather prophets say there will be forty-one snows this winter, accord? ing to the old rule: Add the day of the month to thc first snow, the day of the week and the day of the moon together, and the amouut will be the number of snows for that winter. Butler is said to "have an eye to the Presidential chair."
