ate, Mr. Sumner gave notice that ho will
on to-morrow, introduce resolutions de?
claring the power of Congress on the sub?
ject of reconstruction and the right to
exclude the late rebellious States from Con?
gress, and from voting on the constitution?
al amendment.
Mr. Chandler moved, but the Senate re?
fused, to take up Hie House bill to amend
the Act of 18G2, so as to take away tho
power, of tho. President to grant amnesty.
In tho House, Mr. Wentworth introduced
a resolution, which was adopted, insisting
on tho adoption of thc constitutional
muondment, before the House will consider
tho piopruty of giving thc Southern
States representation.

through tho press, that he was engaged in
preparing articles of impeachment against
tho President, on tho ground of complica?
tion in tho assassination of Lincoln. Ho
says ho nover had such a design, nor has

resolution for the appointment of a Com?
mittee of Five, to report to the Houso at

lion, the amount of money expended by tho
United States in constructing, repairing,
equipping and managing such roads, tho
amount now due by each of them to tho
Government, Ac; also, as to the proper
course to be taken by the Government in
relation to said railroads. A resolution
was adopted, directing an inquiry as to the
expediency of repealing tho cotton tax.
Mr. Broomall, of Pennsylvania, offered a
resolution, which was adopted, by 107 to
37, instructing the Committee on Territo?
ries to inquire into the propriety ol' extend?
ing Territorial organization over tho States
recently in rebellion. The Judiciary Com?
mittee have reported against repealing so
much of the confiscation Act, as prohibits
tho forfeiture of the real estate of tho de?
linquents beyond the term of their natural
lives. They say that to forfeit altogether
the property of those engaged in the late
rebellion, would bo tie. enactment of an
v.r. post facto law within tho meaning of tho
constitutional interdict, by annexing to a
crime already committed a new and addi?
tional punishment.

WASHINGTON, December 4,-Orders have
been sent to Admiral Goldsborough, by tho
cable, to send one of the United States
tleet now cruising in tho Mediterranean to"
bring Surratt direct to Washington.
The heads of Bureaus of the Treasury
Department have joined in a letter to the
House Committee of Ways and Means,
urging the passage of the bill, prepared at
tho last session, for the re-organization of
that department.
The tone and temper of Congress, as ex?
hibited in thc speeches at the public wel?
come yesterday and by tho proceedings of
both branches tims far, ari; ra lically radi?
cal. Another indication of this is the pass?
age to-day-by 107 against 37-of the reso?
lution directing inquiry into the propriety
of extending territorial government over
the Southern States.

LONDON, December 3.-The great reform
demonstration took placo to-day. and was
participated in by all thc trade societies,
it was tho most important affair of tho
kind over seen iu this city. Fully 50,000
persons marched in procession to the place
of meeting; and there would have been
thousands more had thc weather been fair.
There wero forty-seven societies in line
marching together, with various branch
societies of tho reform league, all divided
into lour grand divisions, with bands of
music, banners, mottoes, ?.Vc. Seven plat
forme were erected, from which more than
fifty speakers have addressed tho masses.
The stores all along tho line wero closed,
but the streets were alive with people and
the windows filled with spectators. Great
enthusiasm was manifested, but the im?
mense crowd wore orderly; no disturbance!
. occurred. Tho stars and stripes wero
borne in tbo procession, and among the
airs played by tho various bands was the
"Wearing of "the Green."
Evening.-John Bright was present at
tho great reform demonstration which
took place in London to-day. Resolutions
wero passed amid great enthusiasm. At
the conclusion, tho people dispersed peace?
ably. Mr. Bright, will address an immense
audience to-night.
Thc Fenian Senator Meary, who was ar?
rested this morning, was taken to Dublin.
No evidence of treason was found upon
him.
It is said that the United States authori?
ties in Italy have telegraphed to Malta to
arrest John Surratt, one of Lincoln's as?
sassinators, in the steamer touching there.
The attempt had failed. They, however,
expect to effect the arrest when tho steamer
arrives at Alexandria.
