long despatch of Monday, to the American
Minister at this Court, related chiefly to
the withdrawal of the french troops from
Mexico, and expressed the hope that
Franco would carry out her promises. The
u .'spatcb, it is understood, also alludes to
ilie departure of tien. Sherman for Mexico,
and gavo tho reasons why ho was sent
thither; although tho despatch was of un?
usual length, it was nevertheless couched
in a conciliatory, though dignified, spirit.

LONDON, December 1.-There is a rumor
that the chief organizer Stephens lately
arrived in Paris, and is now secreted
there.
It is reported on good authority that Mr.
Bigelow, Uuited States Minister at Paris,
recently read to Napoleon in person a very
grave and decided despatch from, Secretary
Seward. This despatch, so report goes,
implicitly required France to fulfill tho en?
gagements she bad entered into with re?
gard to the Mexican question. The Empe?
ror, however, made no reply.
LIVERPOOL, December 1.-Cotton market
without quotable change. Tho market for
breads turfs somewheat easier, and corn
has declined to 39s. Cd. for mixed Western.
Pork also tending downward.

members of Congress, numbering perhaps
fifty, held a caucus to-night at the Capitol.
Stevens presided. A committee of nino
member was appointed to prepare business
ftir an adjourned meeting, to be held on
Tuesday night next. Thc caucus discussed
tho subject of removals from office. Vari?
ous members mentioned instances of what
they considered as gross injustice on tho
part of the President, and tho caucus una?
nimously recommended that the Senate
reject all thc nominations made merely on
political ground?.
FORTRESS MONROE, December 1.-The
Mississippi Commissioners who were ap?
pointed to visit President Johnson in rela?
tion to the release of Mr. Davis, had a
lengthy interview with the latter in tho
fort to-day, acquainting bim with tho re?
sult of their visit to Washington.
Rev. Ballard Dunn, of Brazil, arrived
here to-day, on a visit io Mr. Davis.

ral Tilison. Assistant Commissioner of
Freedmen for Goorgia, and Maj. General
Scott, Assistaut Commissioner for South
Carolina, who were mustered out of ser?
vice, have been retained in service until
further orders.
A large number of Congressmen arrived
here V>-night. There seems no doubt of a
qu,. mm in both Houses on Monday. So far
as can be ascertained by conversation, and
otherwise, the idea of introducing articles
of impeachment against tho President,
finds little, if any favor, and it is said the
messago of the President will be about tho
same as last year's, and will occupy about
an hour in the reading.
TORONTO, December 1.-Tho Fenians
sentenced to death have been respited for
three months, to await tho result of an ap?
peal.
McGee, in a recent speech, referring to
the convicted Fonians, said these men de?
serve death; but the spirit of tho times is
opposed to capital punishment where any
other punishment can reach tho case, and
in these cases, I hope it may be found pos?
sible to temper justice with mercy.
Queen Victoria and suite went to Walver
bampton to-day, where she took thc chief
part in the ceremonies of unveiling the
statue of Prince Albert. Immense crowds
of peoplo were present, who extended an
enthusiastic welcome to the Queen.
