From Washington. A special despatch to the Baltimore*Sun, of Tuesday, says: WASHINGTON, October 2S. -Hon. L. D. Campbell, Minister to Mexico, left last evening, en route to Mexico, accredited to tho Juarez Government. He has received full instructions conforming to the tripar? tite arrangement previously communicated. He will probably visit his home by the way. Under this arrangement, the withdrawal of tho French troops will commence next month, and is expected to be accomplished at once, instead of extending over a year, as at first arranged This Government, in view of the compli? cations certain to ariso upon tho with? drawal of Maximilian, and the. necessity for establishing a stable Government, will", in certain contingencies, guarantee the Juarez Government. In other words, our army on the Rio Grande and licet in the Gulf of Mexico will bo ready to assist Juarez, should it bo necessary to establish a Republican Government in Mexico. To insure intelligent exercise of this possible armed intervention, a military officer of high rank will accompany Minister Camp? bell, with power to act "in the omergency referred to. Lieut. Gen. Sherman is now spoken of in this connection, and also Maj. Gen. W. S. Hancock. No troops will bo moved into Mexico except in the contin? gency referred to, and it is hoped that the attitude thus publicly assumed by this Go Toniment in support of Juare ? - ill induce a general submission of tho various fac? tions in Mexico, and obviate the necessity of any such action. In consideration of this-friendly action, the Juarez Government agree to cede to the United States tho territory heretofore stated as agreed upon, and we shall thus gain tho whole of tho peninsula of Lower California and the valuable portions of tho States of Sonora and Chihuahua, thus se? curing their rich mineral doposits, the undisturbed navigation of tho Gulf of California, and a shorter route to tho Paci? fic coast. Sherman wa^ called to Washington for the purpose of ?uecoeding Mr. Stanton in tho War Department; but as ho mani? fests a reluctance to assumo tho duties of that office, it is probable he will bo as? signed to tho importan* duty|rindicated herein.
