The bond may be given by the consignee in the Dis? trict to which the co'ton is to be shipped, and transmitted to the Collector of thc District in which the cotton is produced. The bond being properly filed, thc Assessor will issue permits, based upon thc weight as reported by the owner. Any want of accuracy iii such report of weights to bo corrected by tho certificates of the weigher at the point to which the cotton was ship? ped. This avoids the necessity ol' having the cotton weighed by a Government officer prior to shipment.
