All were instructed to vote for the re-election of Creswell to tho United States Senate. WASHINGTON, October 19. The merchants and respectable families, not compromised in tin- political difficulty, apprehending danger from the lower classes during the interim of the withdrawal of the French troops and the entering ol' the Liberal forces, have sought the protection of the United Suites Con? sul, who has addressed a letter to Gov. Pesqueira, the chief of the Liberal forces of the State, with an appeal to his generosity in behalf of those who are threatened with ruin, and who are pr? paring, to flee the country. This has had the effect of quiet? ing apprehension. The State Department has a communica? tion from our Consul at Peru, informing the Government that a native of Chili, resi? dent in Lima, has left for the United States, with the object of contracting for 2,000 families of negroes for that country. This speculation is under the color of free colonization, but in fact the negroes are to be sold in thc same manner as the Chinese coolies, for the term of eight years. The Governor's message says that the necessities of the State con? strained him to call the Legislature, lt was not a special emergency, but a general exigency, resulting from the altered and deranged condition of our Federal rela? tions and domestic affairs. He states that the removal of tho negro troops from the State,and the transfer of the Freedmen's Bureau to officers of the regular army, are subjects id' congratula? tion. He deplores the state of the coun? try, and encloses the constitutional amend? ment, but presumes that the mere reading of it will insure its rejection. He recom? mends the admission of negro testimony in all courts, and requests that provision be made for thn education of the indigent children of Confederate soldiers, and for the relief of destitute disabled Confederate and State soldiers. New York Independe nt, of the Ot li instant, says of dry goods: The rise in raw cotton has given more j tono to all cotton fabrics not in over-stock. Other goods are steady in price. Brown ' sheetings and shirtings have advanced 1? 2 cents. The stock of prime brauds is limited. Fino bleeched floods ?tro also scarce, and prices are 1@2 coats higher. : Brills are in good request and firm. Can? ton flannels are in surplus supply, ospe- I cially of low grades. Brices aro weak, j Stripes are brisk and firm. Prints aro very active, without any accumulation of stock', and prices have advanced a cent a yard. Ginghams seli quickly at steady rates. De? laines have been largely sold; stocks much reduced, and new goods come forward slowly to supply tho active demand. Co burgs are brisk and buoyant. Desirable styles of shawls are in good request and aro firm in prieo; lower qualities are ne? glected. Balmoral skirts are in large over? supply and weak in price. Broadcloths are without improvement in demand, but with no pressure to sell. Ca9simeres are weak, witti a low demand; only choice de? sirable patterns command full prices. Flannels are in moderate demand. There is less doing in imported fabrics, except in bombazines, merinoes, delaines, plaids and silks, which sell at previous rates. Stuffs are lower. Woolens dull. Auctions are less excited. British, Saxony and French dress goods elicited little competition, and sales show a declino. Silks and linens sold well. The imports have fallen off consi? derably.
