Sivearis suburbs, 1,500 houses wero destroyed and four men killed. One soldier was blown up and one officer wounded. LATER.-Tho whole district West ?d' Crown street to the Lauver toll-gate, nearly a mile in length, is burnt. Senator Sharkey, of Mississippi, las taken the hull hy the horns. Anticipating the h gislative session of his State, ho has written a letter to Governor Humphreys concerning the constitutional amendment, urging its rejection if presented for ratifi? cation, lie gives the folio King solid rea? sons for spuruieg it: In the first place, it is not lu lieved that thc amendment was recommended liv two thirds of Congress, as a body so composed is not the Congr< ss of the United States,? considerable number of Statis being ex? clude ! from representation. Any body of usurpers may as well claim to be the Con? gress of the United States, and Now York and Pennsylvania, for instance, may so manage to exclude, first one small State and another, until they control tho legis? lative power of the nation, with equally as mindi propriety as the majority now ex chides States from representation. We cannot be told that because wc adopted the anti-slavery amendment wc recognized the present Congress as constitutional, for we had not tken elected or sent members to the Congress which recommended it, as we have done in the caso of the pending one. No resolution can be communicated to the States except through the President; and as the proposed amendment was not submitted, it, is a nullity. Another objection to tho amendment is, that wliile it prohibits the States from abridging the privileges or immunities of citizens, it does not specify what those privileges arc, that being left to Congress, which is empowered to enforce tho article liv appropriate legislation. Congress may confer privileges on one class to thc; exclu? sion of another; or it. may assume abso? lute control over the people and their do? mestic concerns, and thus virtually abolish the Stale. The second section, in regard to negro suffrage, would probably exclude at least one Slate from representation, as tho num? ber of male negroes over twenty-one is equal to the number of white males. Tho third, or disfranchising clause, is sweeping in its effect, for there aro few who have not in some way or another taken an oath to support thc Constitution. Such a provision would he so contrary to the theory of our Government, and so oppres? sive towards a very large class of the population of the Southern States, that it cannot be supposed that those who pro? posed it could have entertained a hope that it would be accepted. They ought to have known, too, that such a provision was cal? culated to endanger the existence of the Government, as revolutions may always be expected, sooner or later, from acts which disfranchised thc enfranchised acts. Tile fifth section is the Trojan Horse, abounding in mischief. It provides that "Congress shall have power to enforce, by appropriate legislation, the provisions of ibis article," which may he construed to authorize Congress to do whatever it may desire to do. Should the amendment be? come a part of the Constitution, we shall have a far different Government from that inherited from our fathers. Our Financial Corni it ion. Wc collate below the very conflicting views of the New York Herald and New York Ti'ibune on our financial condition. The Ht rabi, after descanting upon the ex? citement in tin- stock market during thc past week, complacently says: Money is siill easy and abundant, at four to five per cent., although the increased activity of bu-iness in Wall street has given greater employment to tin- supply of capital al the disposal ot' the barnes and private funders. In discounts, however, there is very little doing, owing to the I extremely light supply of commercial paper offering. At the same time, we have a larger volume of currency outstanding than at any former time, the aggregate of legal tender and national bank notes beim $50.000,000 greater than at the beginning of June last year, and the money markets all over tie.- country were never, at thie season, in such an easy condition. Tho general prosperity/, too, is almost unex? ampled, and t he earnings of the railways, with a few exceptions, are largor in propor? tion to their expenditures than they have been at any antecedent period. Our cur? rency is independent of all foreign ele? ments ol' disturbance, and a feeling of monetary security everywhere prevails. An Act of Congress limits the contraction of United States notes to $10,(100,000 during the present ye ar, and to $-1,000,000 per month afterwards, without compelling even that trilling reduction, and there are still to he issued about ?7,000,000 of national bank notes to complete the authorized total of : $300,000,000. U.U tlie Tribune takes a more sombro view of the financial situation. The commercial and financial horoscope of our country presages a serious trouble. These aro its leading features: 1. A plethora of what' is (with question? able propriety) called money, and ^still more inaccurately) capital. 2. Loans on call at short time go beg? ging, and ari- to be obtained at low interest "on call" on short time on almost any sort of collaterals. :). Stocks of all kinds selling at enor? mous prices, and generally rising in mar? ket value. .1. The premium on gold advancing, and nearly up to fifty per cent. 5. Gold flowing hither from Europe, though our imports of goods enormously exceed our exports of products-- the gold, with the accruing commercial balance against us, being invested m stocks and bonds, mainly those- of tho Government. In other wonts, wu are; drawing bills against the* industry of our children and grand-children, selling them at twenty-fi\ per cent, discount, ami spending thc* pro? ceeds in wines, silks and other luxuries, wilie- i "perish in the using." High prices for labor, for products, for almost everything, rendering enirs the best marke t in the world to sell in and the worst to buy in, an increase! and diffusion of sumptuous tastes ami luxurious habits, al! seem to foreshadow a grand etjrash, which no .-kill in financiering can long postpone, if tht>re be mit a radical change in our financial and commercial policy.
