PUBLIC LANDS IN THE SOUTH.-The Secretary of the Interior lias decided, in response to inquiry from the Kegis ter and Receivm: of New Orleans, that public lands in the South cnn neither be entered by purchasers for money or located with land warrants. He says that tho only way in which lands can be acquired in those States now is by homestead, for actual set? tlement and cultivation, as provided by Act of Congress, approved 21st of June, 1866, and each claimant is thereby restricted to one-half quarter section or eighty acres; the disposal of mineral lands, however, including iron and coal, remaining unaffected by the operation of said Act. He decides that the only way such lands can be obtained is under the negro homestead law, which excludes all who are unable to take the test oath. It seems our public lands are specially devoted to the negroes, and that "whites are to be excluded. The holders of land wan-ants can locate them in the Western States, but not here. During the summer of 1862, be attended the World's Fair at London, with some of Ii ir. leading inventions, ?nd remained abroad nearly two years, engaged in successfully establishing their manufacture. lu tb? meantime, owing to embarrassment.1; and losses, the firm of Emery Brothers, consisting of Wm. ?. and G. B. and G. W., bopelossly bank? rupt. On his return frmn England, in the early part of 1804, the present senior proprietor nogo'lated for and re-purchased tho entire interest, real and personal, in and to these 'works and business, including its entire accumulation of patterns, working machinery and its business, and continued tho same, with tho aid of Wm. B. and G. W., to No? vember 1, 1864, when be assumed its entire management on bis own account-Wm. B. and G. W., for a very valuable cash consideration, preferring to relinquish sil antici? pated interests and retiro therefrom, and with tho intention with thean funds of coin promising with their creditor... He has since associated with him his eldest son, HORAC E HERBERT EMERY, nuder tho style and name at the head of this notice, and continues the business, in all its branches, at tho old stand-than which no moro completo establishment of its kind oxists in the country. They have largely increased their facilities, made many new and valuable additions and improvements to their already large assortment of machines, which their expe? rience and observation, at home and abroad, have suggested as desirable. The senior member of tho linn is the pioneer of this business here, and be baa been thc designer, protector and patentee of all the leading and successful machines which have givon the wide celcbritv t> these works: among which aro the EMERY HORSE POWERS, COTTON GINS and CONDENSERS, Threshing Machin?e. Sawing Mills, Corn Shellers, Churning Machines, Cotton Openers, &c, all of which they now offer the public on the most liberal term?, and a continuance of their patronage* is solicited. In the articles of Cotton Gins ami Condensers, they are th? only parties manufactur? ing them with the improvements which have given these Gins the precedence and their world-wide r?putation, notwithstanding other parties are now representing that they have purchased the Emery Agricultural Works and are making these celebrated ma? chines-as a glance-at the facts and their machines will satisfy the most common observer. The property which was purchased by said other parties, and called the Emerv Agri? cultural Work:., consisted of a recent collection of machines, tools, patterns, ?c., bv Mr. Farr, with the services of Wm. B. and G. W. Emery, and located in tho village of Bath, in an adjoining County, and in value about i.>,o..i to ?7,000; the two Emerys tak? ing employment with the new organization.
