_., m_ - i ?m AN ACT TO INCORPORATE THE PLANTERS' AND F ARMERS' RELIEF ASSO- ' CIATION. L Be it enacted hy the Senate ami House o? Representativos, now met and sitting in ( ornerai Assembly, and by tho authority of the same, That Richard W. Gale, George (). Robinson, Charles E. Robinson, William H. Bellamy, and their associates and successors, be, and they aro hereby, constituted a body ooiporate and politic, under the nome and style o? ,4 The Planter** and Fanners' Relief Association," for the purpose of sup? plying tho planters and farmers of this hiato with provisions and pecuniary aid! II. That the capital stock of said Association shall consist of two hun? dred and fifty thousand dollars, to be divided into shares of live hundred dollars each, with the privilege of increasing the same lo an amount not exceeding two millions of dollars; but when the sum of twenty thousand dollars shall have boon subscribed and actually paid in, in tho manner hereinafter provided, tho said Association may be organized and go into operation. III. That for the purpose of raising thc capital stock nf the said Asso? ciation, books of subscription may bo opened by or under the direction of the said Richard W. Gale, George O. Robinson, Charles l i. Robinson and William H. Bellamy, at such times mid in such plaees as they may think proper, and ?hall Tie authorized to keep open such books until the said sum of twenty thousand dollars has been subscribed and paid in : Pro citied, The same shall be done within t welve months from the ratification of this Act: And provided, further. That they shall give at least ten days' notice of the timi and place of opening saul books. IV. That the said Richard W. Gale, George O. Robinson, (Miarles I'.. Robinson and William ll. Bellamy, and the survivors or survivor of them, shall, immediately after the subscriptions to the said Association shall amount to the mm of twenty thousand dollars in cash actually paid in, call a meeting of the stockholders for the election of such officers as Hie by-laws agreed upon by the said stockholders shall prescribe. V. That the profits of the said Association may, from time to time, be divided among the shareholders, according to such rules and regulations, not repugnant to the laws of this State, as t hey may prescribe. VI. The stock of said Association may be transferred, in such manner and form as may be directed by the by-laws ol' tin" Association. VU. Tte said Association shall have power and authority to furnish supplies and make advances and loans to planters and fanners engaged in the cultivation of the soil, and for all such supplies, a vanees and loans so furnished and made, to require and receive a lien upon any real or per? sonal estate, and upon,any growing crop, to the extent of such supplies, advauers and loans: Provitled, The same shall not interfere with any existing liens. Be it enacted by the Senate and House of Representatives, now met and sitting in General Assembly, and by the authority iif the same. That Archibald Getty, Theodore D. Wagner, .lames T. Welsman, .lames E. Brett, George W. Williams. Roland W. (?rillith and Theodore ? Haney,' their associates and successors, be, and they are hereby, ineorporated into a body corporate and politic, under the name and styli; of th? People's Mail Steamship Company, for the purpose nf building, equipping, pur? chasing, chartering, navigating and owning vessels, to be propelled, in part or in whole, by steam or oilier motive power, and to be employed in all lawful commerce and navigation upon the ocean anil seas, and for the transportation of freight, passengers and mails between the ports of New York, in the State of New York, and Charleston, in the State of South Carolina. II. That said Company shall, under tho name and style of the People's Mail Steamship Company, have succession, and bo able and capable to sue and be sued, plead and be impleaded, in law or inequity, to have a common seal, and the same to alter and to purchase, have and hold ali wharves, land and easements necessary for the proper loading and unload ing, receiving and delivering, merchandize transported and to be trans? ported, to make and establish such by-laws and regulations as they may deem expedient, not contravening this charter; and, further, to have anil exercise all such rights and powers as arc, or may be, incident to a cor? poration, having for its object the transportation of goods, wares ami merchandize, passengers and mails, by means of steam vessels. ITT. That the capital stock of said Company shall be two hundred ami fifty thousand dollars, and be divided into shares of ono hundred dol?an each, with the privilege to the said Company to increase the said capital stock five hundred thousand dollars; and the persons holding said stooli shall be entitled to ono vote for each share of the stock held by them, and may vote either in person or by proxy, TV.
