As I have before stated, General Tillson will succeed General Howard as superintendent of the Freedmen's Bureau. The Acting Commissioner of In? ternal Revenue has decided that tar boards used* by 1 >ook-bindors, not being specially named in the list of exemptions, are regarded as taxable. It has been decided that a manu? facturer of enamelled cloth, who makes his own cloth and consumes or uses the same by making therefrom enamelled cloth, is liable to a tax of five percent, ad valorem thereon, as if the same had-been sold by him. Cigar boxes are.not exempt from tax, as they oro not used for the pur? pose of enclosing goods, wares or merchandize which have been sold by the dealer, the manufacturer or the producer, in order to secure safe transportation from the place of sale to tbat of delivery, but simply ns boxes into which cigars are placed, in order that they may be iu a saleable condition; therefore they are not re? garded as coming under the provi mons of tho Act of July 13, 1866, which provides that "packing-boxes, I made of wood," are exempt. I presume I violate no confidence when I inform you that the ensuing fall elections are to be carried at all hazards for the Administration party. There willbonoCounecticut slip-ups, I am assured. Barnes is publishing a series of arti? cles on our labor system, its defects and remedies, in the Vicksburg He? rald. In one of them, he states that we have in the South only one-fourth of the labor requisite to fully meet the agricultural, manufacturing, com? mercial, mechanical demands. The greatest want is felt in the agricul? tural and mechanical departments. The freedmen, though doing better than many expected, are not as a class sufficiently reliable or numerous to meet th? necessities of th? oountry. BAJTTTMORE LOOKING UP.-The de? velopment, of the coal oil lands of West Virginia, adjacent to tim Balti? more and Ohio Railroad, the Balti? more Commercial says, has led to the* opening of an entirely new business from that port, viz : the shipping of petroleum to foreign ports. The ex? periment was first tried several mouths ago, and was so successful as to induce several prominent shippers j to enter into tho trade, and a vessel leaves every few -days. Yesterday tho British bark Horatio was cleared for Liverpool, by C. A. B?rry, with a cargo of 71,673-gallons petroleum and 405 barrels (18,600 gallons) *lu-, bricatiug " oil. This new branch of j trade promises to assume gigantic proportion as the development of the ?oil region progresses. THK RADICALS AND GEN. GRANT. The negro worshippers, have now got another cause for alarm. Gen. Grant's presence and conspicuous appearance by tile side of the President, at the reception of tho committee from the Philadelphia Convention, lias thrown them into a greater panic than any? thing that has yet happened. They are trying to show that this was a mere accidental circumstance, when, in fact, the bearing of Grabt and the whole thing looked as though it was pre-arranged. Gen. Grant is a shrewd man, and ho lias evidently discovered which way thc- wind is blowing, and has taken sides with the President and the people in this contest. [New York Herald. NAPOLEON AND THE POPE.-In a recent letter, tho Emperor Napoleon LTE reminded tho Pontiff of the ap? proach of-tlie term fixed for the evac? uation of the Papal territory by the Franco-Italian Convention, adding that it will be impossible to fail iu this engagement, aud that it is, there? fore, indispensable for the Holy See to provide immediately tho means neccessary for its own safety. It is stated that when M. de Sarfciges con? signed this letter to the - Supreme Pontiff, ho was much disconcerted at the undisguised indignation of his Holiness while reading it. OuTRAGEors.-A company of ca? valry passipg through this County, a few days since, committed acts of vandalism only equalled by the worst men in Sherman's army. Among others who suffered both insult and in? jury at their bauds, Mrs. Wm. Gard? ner has great cause of complaint; they not only destroyed whatever they chose, but one of the number struck the lady with his sword, because she dared to assert her rights tinder the "best Government the sun ever shone upon."-Weldon Sl<i(e. The London Times is credited by a radical paper with the remark that the people of Massachusetts had attained a higher measure of the results of civilization than any other commu? nity in the world. This is undoubt? edly the case, since gold watchem and silver spoons are results of civiliza? tion, and there is no other State where these "results" are measured by the barrel. The Supreme Court has decided, in Tennessee, that, in regard to all slaves purchased prior to or during tho war, the emancipation proclamation de? stroying the right to hold such slaves, the loss must fall upon the parties holding the property at tho time the proclamation was made. A white United States soldier, in? dicted for having inter-married with a negro woman, in Richmond, in con travertiou of tho statute of Virginia, was arraigned, on Saturday, before the Hustings Court, and pleaded "guilty." He wras sentenced to ono year's confinement in tho city jail, and to pay a fino of ?100. INTERNAL REVENITE.-The receipt? of tho Government from this source during tho week ending on the 18th instant, amounted to $8,100/291.53. The total receipts since the com? mencement of tho present fiscal year, July 1st, are. $49,690,167.03, being upwards of $1,000,000 per day.
