declares it to bo the duty of each
State, as well as their right, to par?

South is sincero in its declarations,
and they aro unwilling that the
Southern people shall bc hekl in vas

denied representation in Congress

Index, of Friday, says:
"Yesterday morning a strong de?
tachment of regulars was sent from
City roint to the Eastern Shore, to
?quell a contemplated negro riot
which had boen anticipated by the
mibtary authorities.
"Col. Anderson, of this post, re?
ceived orders, yesterday, to despatch
two regiments to. the scene of the
contemplated disturbance, and pro?
ceed at once to comply with the same.
Some few acts of violence, wo hear,
had been committed by tho negroes,
but tho disturbance had not become
general among tho plotters, *o far as
we could learn."
Senor Romero has received infor?
mation that a popular insurrection
took place recently at Papantia, in the
Stato of Vera Cruz! Tho Imperial
authorities were arrested and arms
distributed among the people. On
hearing this "news, 500 Austrian
troops wero sent from Jezuitlan to
Papantia. They were allowed to
come into the eily, and were after?
wards surrounded and captured, with
all Their muskets, ammunition, and
two pieces of artillery. ? Insurrections
like this are of common .occurrence
in Mexico, since the people have heard
that the French are going .to leave

APPOINTMENT OF ASSESSORS.-Col.
Christopher W. Dudley has received
the appointment of Assessor for the
First Congressional District. -All the
necessary papers, we learn, have been

and his commission will be issued and
sent on in a few days.
Capt. Henry W. Boyce, we leam,
has been appointed Assessor for this
District.-BenneUsville Journal.
The Raleigh Sentinel says: "Mr. R.
Rogers, of Monroe, Union County,
wishes information of his son, J. A.
Rogers, who was a soldier in Ripley's
Brigade, on Sullivan's Island. He
was last heard of just prior to the
battle of Averysboro, in thia State,
after which he was missing. Any in?
telligence concerning him will be
gratefully received by his distressed

committed near the town of Chester,
S. C., on the night of the 22d July, 1866,
upton the bodv of my brother, ALEXAN?
DER D. WALTER. Two of the murderers
(negroes ) have been arrested. Tho. third,
a white man, known as BILL M?BIUS,
alias CHAS. DEREM, alias WYLIE MOR?
RIS, is still at large, and is described as
follows: Tall, spare-made man; grey eyes,
of a peculiar look; short, thick nose; low
forehead; round, lean face; somewhat
hump-shouldered; black hair, with a few
grey hairs; about thirty-seven vears old;
weighs about 140 pounds; speaks slowly,
and, when speaking, twists his mouth to
the right side; heavy, dark beard; has
been wounded, as well as can bo recol?
lected, in tho right arm, near the elbow;
with small and bony arms; wore dark coat
"and dark linen pants. The above murderer
is a notorious scoundrel, and has recently,
in connection with a band of negroes", been
engaged in various other bloody outrage?.
Tho above reward will bc paid for his
arrest, or for any information that will lead
to his apprehension.
