Mayor Monroe yesterday received the following delectable effusion. It purports to bo written by an "M. C.," which ordinarily means a mem? ber of Congress, but in this case, we ?resume, it means "malignant cuss." t is a rich, rare and racy document, and well calculated-according to radical ideas-to promote harmony and fraternity between the peoplo of the North and South : NEW YORK, July 31, 1866. .SIB: Death to all rebel traitors! We will arrest all Southern dogs in New York, and hang "two" for every loyal man murdered in New Orleans. We will also send down troops and shoot down the rebel traitorous wretches wherever wo find them, Our cry is "death to all traitors!" "universal suffrage!" "drive all Southern traitors into the Gulf!" We must hang a Southerner on every tree by the road-side from Maine to New Orleans. "War to the hilt!"
