Congress, as tlio country knows to its cost, refused to redeom the pledge ?which the House almost unanimously gave, early in tho session, to support the plan of the Secretary, of the Trea? sury for the contraction of the cur? rency, as presented in his report The influences tinder which C*?ngres> acted in this matter still exist, ami will operate with greater force upon Congress at the next session than at the last. These were chiefly mone? tary, hut in part political. In a fnU tide of speculation, the money mar? ket shrank from the test of contrac? tion. It would have exposed, as was feared, tho unsoundness of the paper money system, and the business in? terests which have grown up ander it. In fact, however, Congres? was mistaken in the supposition that a compliance with. the Secretary's sug? gestion would havo produced a com? mercial panic and crash. It would have restricted banking and business operations within prudent liniitw, without any sadden or considerablo contraction of the currency. The very, fact that the Secretary had the power of withdrawing a portion of the greenbacks from circulation would have prevented tho necessity of a resort to contraction. But n-s Congress left tho matter, tho Score tary is restricted from the withdrawal of any amount of legal tenders be? yond a small monthly sum. Tin banks and speculators, therefore, know exactly the extent to which the currency eau be contracted, and go? vern themselves accordingly. It is believed that the credit ma? chinery is now being put into full operation, and will bo run to a dan? gerous extent. The mercantile de? posits in the banks amount to G70, 000,000, which is virtually an increase of paper credit to that amount. Financial observers look for a great increase of prices in consequence of this state of things. [National Intelligencer, 1th. UOBBXTPTION OF THE F?EEDMKX's BUKEATJ.-The Northern papers even are crying ont against thc corruption of the Freedmen's Bureau. It is more than they can stand. Thc Now York Herald, speaking of its operations in Texas, says: The agents of thc Bureau in Texas do not cou lino themselves to ono plantation, as in South Carolina, but run fifteen or twenty. Not having time to look after the negroes and so many plantations, nt thc samo time, they havo turned the lutter business over to old planters and residents secesh at that. Now, ii' the planters and old residents of Texas can be trusted with the management of thc negroes under the Bureau, why can't | they be trusted with the Bureau, and thus save all this expense? The more this Freedmen's Bureau operation is investigated, the more it is seen that the whole thing is a monster job, run to squander money and enrich a few favorites." Fitzhugb Lee is hard at work on his plantation, near the White House, attending to bis crops, building a house in place of one destroyed during the war, making fences, laying roads, etc. State South Carolina-Richland Dist.
