WHAT CONSTITUTES A WHITE MAN.
The Supreme Court of Michigan hos

gal voting at the election in that
State- -the case before it being that
o' Wm. Deane, who was convicted
for illegal voting, in a lower court.
The illegality charged was, that Dean
was not a "white mole citizen," as is
required by the laws of Michigan as
a qualification of a voter, he having
one-sixteenth negro blood in his veins.
The Supreme Court, however, de?
clared him legally entitled to vote,
and laid down the principle that a
mau with one-fourth negro blood
should be regarded os white. Mr.
Jefferson, in his Notes on Virginia,
has made an elaborate examination
of this subject, and demonstrated
that, in Virginia, a person of one
eighth negro blood should be regarded
as white. ^ ^_

ing rubber has been discovered, and,
aftor hardening, it can be made into
collars, wristbands, &c, and the en?
thusiastic think they see the end of
the paper collar business.
