tho slavery amendment to tho Constitu?
tion, and,- also, that proposed by the pre?

Thc House adopted a concurrent reso?

adjourn their respective Houses, until the
2d day of October; and if, on that day,
there was no quorum in either House, lite
presiding officers shall adjourn both

Rosaeau made a speech in vindication of
his caning of Grinnell, concluding by read-1
ing a copy of "his resignation as a member
of the House, to-day sent to the Governor i

prosent time, the barbarism of war
still remains, and the world is making
Ua apparent progress toward that
era when, "peace shall reign among
all the nations." In Europe, the
fighting force of nearly 100,000,000
people are now engaged in slaughter?
ing one another. Prussia, Austria,
Italy and the lesser German States
have.marshalled their armies upon
tlxe battle-field, and a desperate strug?
gle will be thc consequence. Franc??
stands upon the brink of the German
war, and wo may hear, at any time,
that it may cuter the lists. Russia
stands in a similar attitude, ready to
strike Prussia or Austria, us oppor?
tunity may ofter. Spain has all it
cou do to keep the kingdom safe from
revolts by tho military and the peo?
ple, and nothing is apparently needed
but the right kind of a leader to in?
sure thu overthrow of tho Govern?
ment. England is, just now, at peace,
but its Irish population tire ripe for
revolution, and they only await a
favorable opportunity to make the
strike for freedom. Crossing the At?
lantic, we find that eight South Ame?
rican nations are uow engaged in war,
while two or three others aro con?
tending with revolters and insurrec?
tionists. Brazil, Uruguay and the
Argentine Confederation arc allied in
the war with Paraguay; and Chili,
Peru, Ecquador and Bolivia are allied
in a defeuuive war against Spain.
Coming Northward, we find Mexico
engaged in a disperate struggle to
disengage itself from the yoke of
monarchy; and from ('nba we get
the news of a formidable insurrec?
tion there. Last, but not least, we
have the .contemplated capture of
Canada by the Fenians, the time of
which is not yet definitely fixed, but
due notice, of course, will be given.
It is not fur out of the way, there?
fore, to say that half tho civilized
world is at the point of war.
A NIGGER SUFFRAGE CONVECTION. -
The call for a convention of the loyal
Southerners is in itself a curious
amur. But where will intelligent
loyal Southerners, of an original type,
be found in sufficient numbers to fill
any respectably-sized hall in either
of our large, cities. The negroes,
who are the real, true, Simon pure
loyalists of the South, will have to be
called in to fill up the benches. Here
is a good chance for Wendell Phillips,
Lloyd Garrison, Henry Ward Bee?
cher. Horace Greeley, tho Rev. Mr.
Cheever and other pure ?uni unadul?
terated worshippers of tho negro, to
establish a new party, ou the plat?
form of negro suffrage. Lucy Stone,
Antoinette L. Brown, Elizabeth Cady
Stanton und other strong-minded
women, who advocate women's rights,
might also take a hand. It will be a
queer congregation, and, no doubt,
as beautifully speckled ns any anti
shivery convention ever held in New
