INSAMITY AMONO NBOKOKS. - Rich? mond papera declare that- insanity is becoming fearfully prevalent ainoug the freedmen. During the month of May, some fifteen or sixteen snob un? fortunates wore placed in confine? ment in that city, while, in former times, that number would hardly have been found in five years. Insanity among this class of our population is almost a necessary con? sequence in view of surrounding cir? cumstances and their manne r of life. Heretofore they had nothing to tax their minds. Their masters cared for them in sickness and in health and they w-bro not even called upon to anticipate trouble or misfortune in in any possible shape. Of course, there were exceptions to this general rule-only a lew, however. Thus watched over, the negro was never schooled to contend with the changes of fortune, or to work out plans by which to surmount difficulties. This is a new and burdensome work to them, and the majority are ill at ease in accomplishing it. Nothing tends more surely to the utter demoraliza? tion of men than hunger, and this combined with feeble health and per? plexing circumstances, has a very da? maging effect upon the brain of the stronger, much less the weaker. De? bauchery, and other things too nume? rous to mention, must work an inevi? table residt among the least favored of the freedmen. RADICAL PIETY IXLITSTHATED.-lu a discussion, last Thursday, in the Council of Philadelphia, a member t y the name of Hancock is thus re? ported: "Mr. Hancock-/ would go down info hell and break the ashes of the grave to teach the attorney who would go South to defend Jeff. Davis the contempt in which the people of tho city hold him. I would have William B. Reed there^, that every flapping shred of a flag may remind him of the shrouds of his murdered victims. " "Mr. Hetzel-I have to include Mr. Thaddeus Stevena. "Mr. Hancock-Well, 1 only say that, with Thaddeus Stevens, J am heart and hand. [Applause.] 1 be? long to his band. There is only one thing left in the hind, now, and that is the flag: and I trust that ho will ever hallow a day that shows ns bow despotism was broken np. Such an unhallowed idea, as Jeff. Davis being pardoned, is preposterous, and ought not to be entertained. If 1 would see a traitor going to Heaven, great Uo<il I would go the other way." He ' * would go the other way, ' ' and, we dare say, in so doing, would take tlie most direct route home. A SAINTLY REPUBLICAN.-The New York Independent puts tho name of Gen. Scott in the same sentence with that of John Brown, thus: "The military skill and pru dence of Gen. Scott were all powerful in Mexico, as his gallantry had been on the Canadian frontier; but the name that nerved our volunteers and gav? us victory at last over rebellion was this saintly one of old John Brown." John Brown was a notorious horse thief, robber and murderer. Of course ho makes a capital saint for the radi? cal Republicans, the party of great moral ideas.-Cincinnati Enquirer. --* A BUTCHEB'S EXCI SE.--Gen. Mc? Neil, who was lashed most unmerciful? ly in a recent speech by Gen. Blair, for ! alleged cruelty to Confederate pri- ; soners, has published a reply and do- I fence, in which he not only throws ! the blame upon his superiors, but says: "A literal compliance with the ! orders of his military department for j tho year 18G2, would have caused a series ol* military executions before j which this ono would have faded into - insignificance." What can those orders have been ? Tho value of a negro vote in Cin? cinnati has been put at one cent by a 1 jury who recently gave in a verdict in a case in which a negro sued a judge of elections for 810,000 damages for having refused his vote.
