The presence in Washington of1
Provisional Governor Hamilton, of
Texas, has been mentioned. Tho
object of his visit at this time is dis- ;
closed by the following lotter recently ;
received in Washington, and which
the correspondent of thc Herald com- i
mu?ientes to his paper. The Herald's '?
correspondent says that thc writer ;
and recipient are alike well known, I
and the information conveyed in tin* j
letter is beyond doubt. The letter |
runs as follows:

DEAJI-: Gov. Hamilton leaves
here to-morrow for Washington.
From sources no doubt perfectly re?
liable I learn that he goes on at the
invitation of Mr. Speaker Colfax,
Senator Trumbull and others, who
regard him, as one of his admirers ;
tells me, as the great man of the i
Union party Sonth of the Potomac. !
His programme, [ believe, will be i
to produce or accept a rupture with
the President. He will thou be
serenaded by the radicals, and will ;
lay before the public the condition of I
the Union men in Texas and the j
South, alleging that the army alone
protects them from being driven out
of the country and exposed to every
insult and outrage; and that if the
Governor who, this month, will be
elected by the people of Texas
Throckmorton-is permitted to bo
installed, he will counsel the 25,000
Union white men of this State and
the 60,000 Union black men of tho
State to overthrow thc? rebel minority
which oppose and enslave them. An
insurrection will be encouraged, and
they believe the President will not
be permitted to use the army against
the white and black Union men of
the State in behalf of the white
rebels. .The President will l>e de?
nounced in the strongest and bitter?
est terms, as having betrayed the
Union men of tho South, and given
them, bound, hand and foot, into the
power of the enemies of thc country.
His speech will be the signal for
a far more violent and vindictive
crusade against the President and the
Sonth than has heretofore been
waged; and the plan is to summon
whites and blacks to tho polls to
exercise the divinely conferred and
inalienable rights of participation in
the Government.
The Washington Star says that the
Republicans in Congress aro waiting
to hear from Tennesee before they
willfixaday for adjournment. Should
the Convention in that State ratify
the amendnent, the Senators und
Representatives will be admitted at
once, and a desire to do this prompts
delay until it can be known whether
it can bo done.
