The country will soon bo startled by the avowal, on the part of the leading radicals in Congress, that it will only require tho votes of three fourths of the States now represented ?in Congress-that is to say, the votes of nineteen States-to ratify the con? stitutional amendment. Tho radicals have determined to insist upon this, and to declare the amendment ratifi ed as soon as nineteen States have so voted. Mr. Harris, of Maryland, receives many felicitations to-day upon bia speech of yesterday. The radicals are greatly incensed at it, and would instantly expel Mr. Harris if they die not know that he would bo hume diately re-elected by his devoted con stituents, whom he so faithfully rap resents.
