The Riehmontl Times says :
The advocates ol negro suffrage
aud negro equality will no doubt soon :
raise the question as to whether there
are any wi lite men. Mr. Charles
Sumner has sounded the bugle-note
in this direction. In ono of tho
latest of the many black bills intro- ?
duced by him, he allude? lo the Can- '
i-asian element of our country as
''so-called white rac." Hero is one of '
the two sections in which this novelty
occurs. Italics ours:
"SECTION 5. That any citizen who
has been a slave, or is the descendant
of a slave, or who does not belong to
the so-called white race, that may hero
after be unlawfully deprived'of his !
vote by any person, may maintain a ;
suit or suits, and recover damages of
any such person in any District Court
of the United States for the district
in which such person maj- be found, j
"The bill was ordered to be print?
ed."
It is clearly implied front the par- !
tieular portion of this section to \
which -we have invited attention, that
the "white race" is regarded very
much in the same way in which Sum?
ner and his brethren considered the
"so-called Southern Confederacy." j
In other -words, they speak of tho ;
Caucasian in such terms tis clearly
demonstrate that it is not intended
to recognize his claims as a white
man, but simply to describe him by
his own false and spurious preten
sions to a color, the existence ol* j
which, by the phraseology of this :
extraordinary bill, Sumner shows he :
is unwilling to admit.
If some foundation WHO not io be j
laid for new folly and wickedness,
why speak of the white ra.ee as ".s-o
called?" If we aro not entitled to
crail the Anglo-Saxon race white, hov.
shall we describe it? Doubtless, Sum?
ner is prepared to maintain that the
first man and woman were negroes, !
and that the whites are all ?dbinoes.
Hence, not admitting the fact of their
present whiteness or white ancestry,
the denial is revealed to the world by
the employment of such a phrase as
"so-called;" which plainly show s that !
issue is taken with those who claim '
that they aro white.
At the proper time, Mr. Sumner
will show that there aro no white
men, and that there could, by no pos?
sibility, have been any-that they arc
merely "so-called." Wo admit the
correctness of this theory as fnr as
Sumner himself is concerned-for we
believe that if there ever was a white
man who is and ought to be a negro,
he is that man.
How THEY AND GOING).-In Louisi?
ana, in 1860, says the St. Mary's
Plantei's' Banner, there were 357,319
whites, and 331,726 blacks. By tho,
influx of white people to New Or?
leans, and other parts of the State,
and the natural increase, the loss ? l*
our white population by wai- and
disease has been more than restored,
so far as numbers aro concerned.
