Discourse on Loyalty.
The following article cm the term
"loyal" is from the pen of a Wash?
ington correspondent of the Sk.
Louis Republican. It is good :
Until tho secession of the black
dynasty in 1861, the nae of the word
loyalty, as applicable to political re
lations or duties in this country, W?NB j
wholly unknown. We often read in
' the newspapers royal and imperial
speeches and proclamations from
foreign monarchs, to their loyal sub?
jects; hut since tho day when George I
111 ceased to address to our ancestors i
such paternal language, it had been
expunged from our republican voca- j
bulary, as wholly obsolete in its po?
litical application. The dictionaries
define its meaning to he "fidelity to j
a prince or sovereign," and ns no
such dignitary, since 1776, could
claim our allegiance, there seemed to
be no propriety iu adheri?g to this ]
dead formality of royal grace ami
power. We fondly supposed that
under the new order of things es?
tablished by our fathers, the people
were sovereign, and that the Gov?
ernment they instituted, aud the
riders they elected, -were but the in?
struments ant1 servants of the will
not their musters. It seems, how?
ever, in the advancing light of the
new era which dawned on us five
years ago, that we were mistaken;
and that among the mauy invaluable
reforms accomplished by the wise and
exemplary patriots who have reigned
daring the period, is the rc-inaugura
tion of the idea so obstinately main?
tained by King George and by royalty
generally, that the ruler is tho sove?
reign; and that the people who elect
him are his subjects, and owe him
fealty-must yield submissive aud
requestioning obedience to his will.
The revival of this ancient and
kingly doctrine among us has very
naturally caused a return to its ap?
propriate forms of expression; and
hence this almost forgotten word,
loyalty, has suddenly become the
most conspicuous and indispensable
representative of the Northern idea,
whose dissemination and universal
acceptance is now a public necessity,
as it is of course a supreme public
blessing. We now have loyal States,
loyal people, loyal citizens, loyal
men, loyal merchants, loyal doctors,
loyal preachers, loyal churches, loyal
courts, loyal judges, loyal leagues, in
short, everythiug aud every person
without'a loyal prefix is tainted with
treason, and ought at once to apply
for a pardon or be hung.
Nor is it enough that you support
and defend the Constitution and the
. Union; unless you also hate every?
thing and everybody South of tho
line 36.30, and pray fervently that |
Jeff". Davis and his adherents should
?be "shut up in the penitentiary of
hell, and kept there by bayonets;"
unless yon love New Ku gland, are a
- member of her mutual admiration
society, and accept her teachings,
"political, social and religious, as a
divine inspiration; unless you think
that the cotton, gold watches, plate,
jewelry, pianos, wardrobes, &c, of
Southern rebels are the lawful prize
? of her soldier.- and christian missioii
aries; unless you heartily rejoice
over the plunder and desolation of
Southern homes, the burning and
sacking of Southern cities, the de?
struction of their public buildings
and archives, their churches, seats of
learning and asylums; unless you
accept Butler as a true type of hero?
ism, honesty and humanity, and
Cheever and Brownlow as saints; un?
less you are willing for the colored
brethren to ride with yon in the cars, ?
vote with you at the polls, c it and
sleep with you at hotels, sit beside j
you at theatres, concerts and lectures, 1
dance with you at balls and represent
you in the halls of Congress, State |
Legislatures, and in all public agen?
cies; unless you favor negro equality,
social and political, in general, and j
negro domination over the Southern j
States in particular; and, in fine, (
unies? you are, a radical Mack Repub
licitn, you ax?^not loyal. j
Loyalty is ii duty which an inferior
owes to a superior; and hence it is
essential that the South should, as
evidence of her loyalty, meekly
receive the Northern idea as the
greatest earthly boon; and most
humbly repent of the monstrous1
crime of ever having indul^ci nny
doubt on this subject. As a further
atonement, the rebels must welcome
to their hearts and firesides the host
of upright and pious, missionaries
and teachers, male and female, whom
Northern benevolence lias recently
sent nhiong theta to inculcate this
idea, and thus dispel the more than
heathen darkness and barbarism that j
brooda over that accursed _ land.

heed the example and instructions of
such apostolic messengers as.-the
Revds. Fitz and James, of tho Freed?
men's Bureau.
^The States of the Union, also, con?
trary to the understanding of the
framers of the Constitution, and to
the-generally received opinion, being
the mere creatures of the Federal
power, owe loyalty to the latter; and
the people, being the servants and
subjects bf both, owe them both
loyalty.
The -only loyal men and the only
loyal States now are those who sus?
tain the patriotic measures concocted j
in the conclave of the Congressional
star-chamber. The Supreme Court
is no longer iai/al, because it has de?
cided that Military Commissions and
Federal and State test oaths have no
constitutional warrant; and because
it presumes, without authority from
Congress, to hear and determine
causes to which rebels are parties.
Congress is now the only loyal de?
partment of tho Government; and
should the people, the heretofore
submissive and passive servants of
radical sovereignty and patriotism,
dare to return to that body, in the
coming elections, a majority of cop?
perheads and conservatives, loyalty
will be extinct in the Federal Admi?
nistration ; and then the loyal leagues
and wide-awake cl nbs, under the
command of that loyal hero, Clen.
Butler, will be compelled to seize the
reins of power, and, after the manner
of innumerable precedents established
under the auspices of radical liberty,
oust the President, Congress and thc
Supreme Judges, and restore the
Union to a loyal condition.
I On the whole, wo think the time
i has arrived to revise Webster's defini?
tion of loyalty thus: A quality which
I belongs exclusively to men born in
New England, or who wish they liad
been, and those who are favored by
Providence with black skins.

Prof. Greene, of the Maine Medical
School, recently performed a rare but
efiectivo operation for the cure ol that
distressing complaint, neuralgia. A
lady fifty-three years of age, who had
tried every form of medical treatment
without relief, applied to Prof.
Greene, when ho etherized the
patient, trephined the jaw, and cut
out a piece of the dental nerve, when
the lady was at once relieved from,
the most excruciating pain, which she
had suffered continnally for years.
SUGAH CHOPS AT THE WEST INDIES.
The Department of Stato has been
informed by tho United States Consul
at St. Croix, West Indies, that the
crop of sugar this year will probably
reach 12,000 hogsheads, with a cor?
responding quantity of molasses and
rum, from 5,009 to 8,000 hogsheads.
This w"ill be fifty per cent, moro than
the crop \ 1865, and fully double
that of the proceeding year.
The Mayor of Jackson, Miss., lately
\ tendered his resignation, which was
not accepted. He gave ns his reason
for wishing to resign, increasing
duties, municipal poverty in money
and institutions, no police, no jail,
alarming increase of chino and im?
morality, constant complaints of roads
and bridges, and many other af?
flictions. His life, he says, is threaten?
ed almost daily.
A Chinaman at Toulon bore sen?
tence of life imprisonment with com?
posure; but wl^en they cut his tail
ott' he fainted and threatens to dio of
grief.
