The Fenian Conned of War, at Buffalo,
has decided that it is best to order all thc |
troops, back to their homes; without arms
and money, they think ii a useless wamste

TOBOSTO, June 9.-The Provincial Parlia?
ment convened yesterday. The Governor
General, in his message, congratulates
Canada on the spirit she has shown in rising
to repel the invaders; calls attention to the
issuing of President Johnson's proclama?
tion, and strongly recommends the sus?
pension of the h thens corpus. A bill sns
?>ending the writ of habeas corpus was in?
troduced and passed in both Houses, and
wa* signed by the Governor-General. This
caused a great flutter in thia section,
and many persons have '.eft and are leav?
ing the city in consequence. No arrests
have yet taken placo, but some arc expect?
ed soon. -We have tidings of arrests from
various parts of tho provinces.

The Times suggests a plan whereby j
the antagonism between the Presi
dent and Congress may be harino- '
nized, or, at least, have some of its ?
sharp points rounded off. It is, in j
substance, that, after passing the i
amended amendment to the Consti- j
tutioE, Congress should immediately
adjourn, without passing any bill of
exclusion. In this way there will be I
nothing, it thinks, for the President j
to veto, and a fresh collision will he
avoided. On the other hand, "thc :
States will be out, and they cannot !
get in until Congress votes them in," :
and so Congress will have carried its
point,
But there is one contingency which ?
does not seem to have been contem- i
plated. Supposa the eleven South- I
ern States ratify the proposed amend- '
ment, and the rest of the States don't, !
