fact exercise and enjoy the constitutional
rights and privileges of membership in the
Federal Union; aud whereas the Conven?
tion did, at its former session, fully and
satisfactorily accomplish the purpose for.
which it was called, and did assemble at
the instance of and under the authority,
aforesaid; and whereas this Convention
was moved to assemble in the present ses?
sion by the possibility that in the course of
events further action in the premises
might bo required or demanded by tho
President of the United States, by reason
of his official military position aforesaid;
and whereas no further action as aforesaid

as all ordinances and enactments farther
effecting tho organic law of the Stato in
attempting to regulate tho internal govern?

The resolution lies over one day ander
tho rule. It is thought it will not pass.
RALEIGH, May 25.-The mesaage of Gov.
Worth to the Convention makes no recom?
mendation for the adoption of reconstruc?
tion measures. Ho says we must wait the '
temper of Congress. " By all loyal men
here, including the Congressmen elect, the
President is heartily endorsed. The civil
Government is now'in complete operation.
Gov. Worth compliments Gen. Eager's ad?
ministration of affairs in this State. The
Convention did nothing of any political
importance.

WASHINGTON, May 28:-Nothing was done
in the Senate to-day.
In the Ho. so, a resolution was adopted
directing the Secretary of the Treasury to
report the amount of "gold sold since'the
1st instant, at what rates, and what agents
are employed.
Mr. Williams submitted a preamble and
resolutions requesting information from
the President whether any employees of
the Government in thc Southern States
have offered public honors to dead or
living Confederates.
Mr. Nicholson objected, and tho resolu?
tion was laid over.
Thad. Stevens introductd a bill declaring
that the States lately in rebellion have for?
feited their rights under the Constitution,
and can bu reinstated in tho same only
through the action of Congress, lt pro?
vides that they may form valid Govern?
ments, tho present ons being continued for
municipal purposes until they shall be duly
altered ana their Executive and Legisla?
tures recognized. Their Constitutions are
to be formed by conventions and submit?
ted to the people, a majority of whom is
necessary for ratification; allowing all malu
persons above twenty-one years to vote.
No Conatitution is to bo presented for Con?
gressional sanction which denies civil
rights to any person. The bill was com?
mitted to the Committee of thy Whole on
the State of the Union.
Thad. Stevens offered a resolution in?
structing tho Committee on Pensions to
double those of Federal soldiers disabled
or kUled during the civil war.
Mr. Stillwell offered a resolution direct?
ing the Committee on Pensions to report
on extending the provisions of tho pension
law to tho families of provost and deputy
marshals and enrolling officers killed or
disabled during the war. Mr. Stillwell de?
clining to modify so as to mak>' it one of
inquiry, the motion was adopted by a vote
of yeas tx), nays 55.
Mr. Whaley offered a resolution directing
the Committee on Printing to report a bill
limiting the hours of labor of employees of
the Govormnei.t printing office to" eight
hours per day. Rejected.
Slr. Lynch, from the Committee on
Banking and Currency, reported adversely
to exempting the; currency of State banks
outstanding on the 1st of July from the
tax of ten per ee,,t. imposed by* law. Laid

Stevens referred to a recreant and apostate
senior. Ho is understood to mean Senator
Doolittle, of Wisconsin.

It is stated that the counsel of Jefferson ,
Davis will demand an immediate trial of

of gold in t he United States Treasury is
now variously estimated at from twenty to
