ST. LOUIS. Maj 21. -In tho Old School
Presbyterian Assembly, . to-day, the me?
morial of the Convention called by Dr.
Breckinridge, which held a session hero
last woek; was presented and referred to
the Committee on Bills aud Overtures.
The memorial reviews the relations be?
tween tho Presbyterian Church and the
Confederates.
The General Assembly ask this Assem?
bly for a trial of that body as entirely ilk
gitimale; to receive all loyal churches in
the South, and to regard the Southern
States simply a? a field for missionary
labor.
A memorial was received from tho ex?
cluded commissioners of the Louisville
Presbytery, protesting against the action
of the"Assembly in then case.
Dr. Van Dyke, of Brooklyn, also offered
a memorial to thc effect that thc deliver?
ances of tho Assembly concerning loyalty,
not having bern sent to the Presbytery and
adopted by them, are iud binding upon the
churches.
Dr. Boardman, of Philadelphia, con?
sumed tho remainder of thc dav in a
speech, mainly in reply to the address of ]
Dr. Thomas, bf Ohio, delivered Saturday,
taking strong grounds against tho action
of tho Assembly in regard to the Louisville
l'resbj'terv, calling it unjust and unchari?
table, and jeopardizing tho best interests
of tho churches and thc cause ol* civil and |
religious liberty.
Ron. Samuel Galloway, of Ohio, will re?
ply to-morrow.
Tho following committee have been ap?
pointed to investigate the Louisville Pres- 1
bvtery case: Drs. McLean, Thomas, Bines,
Waller, Elders, Galloway, Clark, Davidson.
Tho New School Assumblyis progressing
rapidly in tho transaction of its business,
but nothing of special or general impor?
tance is liefore il.
COTTON.--Wo clio the following pertinent
remarks from the Galveston Btdtttiuot the
13th instant:
Wc think that a few general remarks
here may furnish some information con?
cerning tho views entertained in regard to
the future of tho staple. Est?males of the
growing crop vary from 1,000,000 to 1,500.- ?
00Q bales, which, if proved correct, would '
havo a tendency to increase prices, though
not for two or throe months, as the En?
glish market has under its control about
2,000,000 bales. It ?-ill bo a difficult thing
to make such markets as those of Liver?
pool and Manchester understand that, not?
withstanding their heavy supply at pre?
sent, they may bo compelled to change .
their opinions, and pay higher prices than j
those now ruling. By reference to all our '
exchanges we noto tho fact that factors
elsewhere aro acting as those hero, in with?
drawing their samples from the markets,
as they know full well that they cannot
givo satisfaction to their planting friends
at prices that buyers iro offering. If this
feeling is general, and wo believe it is, the ?
foreign markets, in our opinion, cannot
keep prices down.
THE BOBE OF THE SENATE.-Tho
Washington correspondent of tho
Chicago Times says:
"Imagine a hot debate, in which
mental faculty of the few i
ng men of the Senate luis been I
ed to thc utmost. The fingers
the Globe reporters ache from '?
id and laborious work. Radical, ;
Conservative and Democrat have
exhausted their powers of reasoning !
^ and illustration. Every phase of the :
subject has been held up to praise or j
reprobation. Like a contracted ka-1
leidescopc in a crowd of children, it
has been shaken into every possible
combination. Five o'clock hus been
reached-cries of 'question' are heard
from both sides of the chamber-the
result of the coming vote is clear to
all-a Webster couldn't changes it.
Senators already smell soup, and
begin to enjoy their dinners in antici?
pation. 'The secretary will call the I
roll,' says the chair. Alas! not yet! j
Conness rises just as the first name is
about to be called. He says again
and again what has been much better
said by others; he befogs everything, j
and spends mi hour in doing it.
Curses, not lond but deep, express
the general disapprobation and dis?
appointment, as every prospect of
dinner vanishes and tho thought sug?
gests itself that lunch alone can se
enre even supper.
"Conness is, unquestionably, the
greatest boro in the Senate. He will
bilk more negro than Sumner, more,
law than Johnson, move army than
Wilson, moro finance than Fesaen
den, and nil tho while can make a
bigger fool of himself sober than his
colleagiie, McDougal, ever approach?
ed in lils tipsiest condition. In one
word, with the learning of Sancho
Panza, he aims at exhibiting the ac?
complishments of au admirable
Crichton aud the profundity ol a
Jefferson."
Seven different commissions will
Boon be engaged in ascertaining tho
biota relative to the Memphis, Temi.,
riot. Congress has appointed a com?
mission, (len. Stoneman another,
Gen. Howard a third. Cien. Eisk, a
fourth, the City Council a fifth, the
white citizens a sixth, and the negroes
a seventh.
One of the healthiest symptoms in
the South is the establishment of
numerous factories of cloth and-iron
in almost all of the eleven States.
Northern capital and skill aro going
there to build up a kind of general
prosperity and progress which these
States have never known.
Travel from the South, so says a
Philadelphia paper, ii setting in
strong to the North.
