We published yesterday an account
of the steps taken by the District
Court of Norfolk to secure the in?
dictment of Mr. Davis for treason.
In advance of these steps, we felt as?
sured that the proposed trial of Mr.
Davis before Mr. Justice Underwood,
would bo but an idle mockery, be?
cause his conviction and sentence to
the gallows was clearly a foregone
conclusion on the part of that official
and those who had instigated the
proceedings.
Nor are we surprised to hear of the
special vindictiveness and malice
which this mau, clothed with the
functions of a minister of justice, has
just displayed against his native.
Statt* We Snow that he belongs to
the class of "Barterers," Bbrao of
whom the poet tells us he saw in the
lower regions. Hence wo see that in |
delivering his "charge" to the jury at
Norfolk, he was not addressing him
self to those counterfeit Virginians,
but to his countrymen of Massachu- j
setts; it was for their benefit that he
so highly commended the "culture
and refinement" of his adopted home,
iu contrasting disparagement with
the "vice, ignorance and poverty of
Virginia. " The intention manifested
in this portion of his "charge" is suf?
ficiently venomous. But we dismiss
the accusation agaiust us, conscious
that our State needs uo defence,
when contrasted with Massachusetts.
Tried before this spiteful barterer
of country. and justice, Mr. Davis
will need no more effective counsel
than bis own mute, hon est presenco
on the stand. He will stand there
undismayed, ia no maudlin expecta?
tion of clemency from the Jacobin
Judge or the blood-thirsty pack be?
hind him. He will stand there pro?
nounced innocent by a whole world,
persecuted by a political psity, "which
would disgrace any land but the
Northern States of America, who so
ardently seek his blood.
For no other "crime" is it sought
to make of Mr. Davis the victim of
his people than the fact that he acted
at their behest, and it is now desired
by our bloody antagonists to insult
the whole South iu this individual
execution. Serving only as au instru?
ment by which his countrymen ac?
complished their design of secession,
he is declared the only ono. of them
guilty!
But in vain would we plead for
justice with those who have made up
their minds to disregard all justice,
all truth, with those who annulled a
constitution and destroyed a republic
in order that they might rule, and
who are ever exclusively occupied
with their selfish interests. Fortu?
nately for Mr. Davis and for the coun?
try, there is a just man at the head
of the Government, who will see that
he is uot ?nade a victim to radical
hate and vengeance.

THE CROPS.-During the past week
we have conversed with planters from
all sections of tho District, and re?
gret to learn that there is an almost
universal complaint relative to the
cotton plaut. With some the defec?
tive seed have failed to germinate,
whilst others represent the cotton as
up, but looking yellow and sick. The
farmers are despondent, and fear that
tiiey will not realize more tuan a
third of a crop. Wheat and oats,
however, are looking fine, and a
haudsome yield is anticipated. And
now that the heavy rains seem to have
ceased, corn is improving, and will,
with proper attention, soon get over
the back-set from the recent exces?
sive rains. - -Edgefield Advertiser.

An Ordinance concerning tho city police:
That it shall be the duty of the city police
to arrest all persons who shall behave in a
riotous or disorderly manner, or who shall
be found drunk in the streets of Columbia,
and carry such persons to the guard-house.
An Ordinance to close barber-shops on
the Sabbath-day.
An Ordinance for the better observance
of the Sabbath-day.
An Ordinaucc relative to the deposit of
filth and trash in tho streets.
An Ordinance regulate blacksmiths'
shops.
An Ordinance concerning dogs.
An Ordinance concerning fire-arms.
An Ordinance concerning goats and
swine running at large.
An Ordinance concerning horses and fast
driving in the streets.
An Ordinance regulating the granting of
licenses to retail spirituous liquors in the
city of Columbia. ?
An Ordinance concerning nuisances.
An Ordinance concerning streets, pave?
ments and shade trees.
An Ordinance requiring all male persons
between the ages ox sixteen and fifty years
to work on the streets of the city; said
persons to be excused on payment of a
street-tax of three dollars.
